• To create and save 3.5 million jobs over 2 years.
• Undertake the largest weatherization program in history by
modernation 75% of federal building space and more than 1
million homes.
• As part of the $150 billion investment in new infrastructure,
enact largest increase in funding roads, bridges and mass
transit.

Goals:
• Promoting Energy Efficiency and Creating Green Jobs. One-third of
funds commited to greening public and assisted housing and building an
industry for increasing energy efficiency in residential properties
• Unlocking the credit markets and supporting shovel-ready projects. Onethird of funds aimed at providing “gap financing” to existing stalled tax
credit projects. Project-based rental assistance will also help stabilize
properties.
• Mitigate effects of economic crisis and community decline caused by
housing crisis. Remaining one-third of funds committed to Neighborhood
Stabilization Program and Homelessness Prevention Fund.
