SPILL PREVENTION CONTROL AND COUNTERMEASURE (SPCC) Title 40 CFR 112 “SPCC Plan” Document that details the equipment workforce, procedures, and steps to prevent control, and provide adequate countermeasures to a discharge Definition of “Oil” Oil of any kind or in any form, including but not limited to animal fats and oils, vegetable oil, petroleum, fuel oil, sludge, synthetic oils, mineral oils, oil refuse, or oil mixed with other wastes Regulated Facility 1) It must be non-transportation related; 2) It must have an aggregate aboveground storage capacity equal to or greater than 1,320 gallons or a completely buried storage capacity of 42,0000 gallons or more; 3) There must be a reasonable expectation of discharge into or upon navigable waters or adjoining shorelines.
