Project Purpose and Need

Improve intersection configuration & traffic operation

Reduce rear end & right angle crashes

Replace failing small structure over Christophel Ditch
Existing Conditions






S.R. 19 classified as a rural minor arterial
roadway
S.R. 119 classified as a rural major collector
roadway
One travel lane in each direction
Speed limit; 55 mph
Poor intersection alignment
Combination of signalized and stop-controlled
intersection
Existing Conditions S.R. 19





Asphalt travel lanes 12ft wide
Paved shoulders 4ft to 5ft wide
Last resurfaced in 2003
Intersection signalized in 2005
Land use is agricultural with some commercial
Existing Conditions S.R. 119





Asphalt travel lanes 12 ft. wide
Paved shoulders 1-2 ft. wide
Last resurfaced in 2002
Intersection signalized in 2005
Land use is agricultural and residential
Existing Conditions C.R. 44







Narrow travel lanes, 9 ft wide
No shoulders
Poor drainage
Commercial property access
Stop-control at S.R. 19
C.R. 44 East is gravel road
Poor intersection angle
Existing Small Structure






Small structure over Christophel Ditch
Concrete slab box culvert with concrete
wingwalls
Exposed reinforcing steel
Concrete fractures
Scour present
Wingwalls require riprap
Intersection Improvement





Single Lane Roundabout
Designed to accommodate oversize trucks
Center island and outside truck aprons
Similar capacity to signalized intersection
Everyone slows down
Project Typical Sections


Approaches are broken down into shoulder
sections and curb & gutter sections
S.R. 19


12 ft-wide lane & 8 ft shoulder transitions to 15 ftwide lane with curb & gutter section
Raised center median in curb & gutter section
Project Typical Sections

S.R. 119


12 ft-wide lane & 2 ft shoulder transitions to 15 ftwide lane with curb and gutter section
Raised center median in curb & gutter section
Project Typical Sections

C.R. 44



Transition from existing lane width to 15 ft-wide
lane with curb & gutter section
Raised center median in curb & gutter section
Roundabout Typical Section
Maintenance of Traffic (MOT)

Phase 1




S.R. 19 will remain open during construction
S.R. 119 & C.R. 44 East closed to traffic at S.R. 19
C.R. 44 West will remain open during Phase 1
Roundabout S.R. 119, C.R. 44 East constructed
during Phase 1
Maintenance of Traffic (MOT)

Phase 2




Construct transitions to existing S.R. 19
S.R. 19 remains open to traffic
S.R. 119 & C.R. 44 East will remain closed
C.R. 44 West will remain open during Phase 2
Maintenance of Traffic (MOT)

Phase 3



Shift S.R. 19 traffic to the new roundabout
S.R. 119 & C.R. 44 opened to traffic
Construct the C.R. 44 West approach to the
roundabout
Roundabout Safety

Conflict Diagram
Roundabout Safety




All vehicles slow to enter roundabout
Reduced speed differential with Amish
horse & buggy
Reduced Conflict Points
Reduced number of injury and property
damage crashes
Roundabout Safety

Slowing vehicles at the roundabout





Provide deflection on the approach roadway
Install curb & gutter for visual narrowing of
roadway
Successively smaller radius curves to
roundabout entry
Reduce excessive sight distance
Provide signage in advance of roundabout
Roundabout Safety
Roundabout Safety

Roundabout Basics




Slow down on approach to the roundabout
Look left
Yield to traffic within the roundabout
Merge in to the traffic flow
High Speed Rural Roundabouts

Crash analysis shows reduction in crashes at
rural high speed roundabouts



62-68% reduced total crashes
85-88% reduced injury crashes
Factors include, reduced speeds on all
approaches, reduced conflict points, and
change in the type of crashes


Roundabout Designed for future growth
Analysis shows delays <10 seconds per
vehicle on average in peak hours
Delay for a signalized intersection is >10
seconds on average in the peak hours
Roundabout experiences reduced delay
during off-peak hours
