United Nations Development Programme The GEF/UNDP/UNEP National Communications Programme for Climate Change UNFCCC Workshop on the Preparation of National Communications from non-Annex I Parties Manila, Philippines,26-30 April 2004 Initial National Communications • 131 non-Annex I Parties received GEF funding • Of these, 108 have submitted their initial National Communication • Majority of countries submitted in 2000-02 Second National Communications Under new joint project, UNDP and UNEP anticipate: • 2004: 45 proposals • 2005: 54 proposals • 2006: 32 proposals Initial National Communications support: Lessons Learned • IA processing times for enabling activities must be reduced • Improved monitoring of implementation • Support must be country-driven, addressing specific needs (not “one size fits all”) • Support must be flexible to meet changing priorities • Capacity building is a continuous process – support needed for the duration of enabling activities • Technical support should be provided from enabling activities start-up • Technical assistance demands were higher than anticipated Sources: NCSP Phase I, country feedback, CDI, GEF CCEA review Why an umbrella approach? • Improved support services to countries for: – Project proposal development – Preparation of the NC • National Communication process streamlined – Faster IA processing times • More opportunities for strategic approach to enabling activities and capacity building • Improved monitoring and evaluation – Annual reports to GEF Council • Enhanced network of expertise – north-south, south-south, south-north GEF/UNDP/UNEP Joint Programme • $60.2 million project • Six years (2004-2009) • 130 non-Annex I Parties – 100 UNDP, 30 UNEP • Approved by GEF Council November 2003 • CEO endorsement 19 April 2004 GEF/UNDP/UNEP Joint Programme Three components 1. Self-assessment financing (to produce project document) ($1.95M, or $15,000 per country) 2. Climate change enabling activity financing (to produce National Communication) ($52.65M, or $405,000 p/c) 3. National Communications Support Programme ($5.6M, of which $1.5 million is co-financing) Components 1 and 2: Implemented by UNDP and UNEP Component 3: Jointly managed by GEF, UNDP and UNEP, and implemented by UNDP Advisory Committee: GEF, UNFCCC, UNDP, UNEP, WB GEF/UNDP/UNEP Joint Programme • • • Project approval decentralised from GEF Secretariat to UNDP and UNEP Financing is provided in annual tranches Release of future tranches contingent upon approval of annual reports to GEF Council GEF/UNDP/UNEP Joint Programme Objectives: National level To improve implementation of enabling activities by: 1. Improving degree of national ownership of National Communications (stakeholder consultations and stocktaking); 2. Ensuring enabling activities meet the reporting obligations of the UNFCCC (project proposal development) Output: Enhanced impact of National Communication Objectives: Global level To develop national capacity for reporting under UNFCCC by: 1. Facilitating implementation of enabling activities 2. Preparing and disseminating technical materials 3.
