 Additional coding option 03 for At -Will Teachers
 Current Definition: The probationary status of the teacher,
defined by statue 22 -603-203(2)(a): ‘During the first three years
school years that a teacher is employed on a full -time
continuous basis by a school district, such teacher shall be
considered to be a probationary teacher…’ THIS FIELD IS
REQUIRED for all records of teachers.

New Definition of A School
 ALL Schools must report at least 1 teacher (including online)
 ALL Prekindergarten only Schools must report either 1 teacher or
1 paraprofessional, Job Classification Code 415:
 415 Teaching Assistant, Regular Education – Performs the day-to-day
activities of teaching students while under the supervision of a teacher,
program director or principal and may or may not be licensed by CDE. In
preschool settings, this includes individuals who are functioning as
assistants to a preschool lead teacher or are actually functioning as the
preschool lead teacher. The teaching assistant does not make diagnostic
or long-term evaluative decisions; however, individuals functioning as a
preschool lead teacher are participants in teams of professionals making
these types of determinations.

Data Pipeline Overview
What is it?
Replacement of the Automated Data Exchange (ADE) system with a
new method of capturing data that will reduce the data burden on
Local Education Agencies (LEAs).
• Move from a program-centric to a student-centric data collection
model
Why are we
doing this?
• Reduce the burden of correcting data prior to state reporting
• Reduce the data redundancy placed on LEAs
• Provide actionable data back to LEAs that support decision making

Implementation Approach
• Piloting Pipeline
– Phase I - 3-5 districts per collection; 1-3 months
– Phase II – additional districts through June 2013
• Retiring ADE
– Year round collections (Directory, RITS Batch, EDIS Batch) will open
in Pipeline on July 1, 2013.
– All other data will begin in Data Pipeline on September 1, 2013*.
– Collections opening in ADE during 2013 will also close in the ADE
system. Example, Student End of Year will open in ADE around May
2013 and close in ADE around November 2013. At the same time
data for the new collections will also be submitted in the Data
Pipeline beginning September 1, 2013.
– Officially close on December 31, 2013.
*Exception being the Safety and Discipline Indicators Collection

 Familiarize yourself with the new system roles within Pipeline.

Primary Function
LEA Submitter
The LEA Submitter’s main role is to upload data for a dataset
and to make corrections to that data.
LEA Approver
LEA Approver’s main role is to provide final sign-off for an LEA’s
data. This role also has all the permissions of the LEA User role.
LEA Viewer
The LEA Viewer’s main role is to view an LEA’s data. This role
will not have any write access.
Getting Started with Pipeline
 Familiarize yourself with the new system roles within Pipeline.
 List the collections, role and people filling the role for your
records. Send to your Local Access Manager before Pipeline is in
production.

Purpose
 CDE's educator identifier system links student data to educators
for the purposes of:
 Improving instruction;
 Informing and increasing educator effectiveness; and
 Supporting the continuous improvement of teaching and learning.
 These three elements comprise the core components of the
state's performance management system. As such, the educator
identifier system serves as a foundational data infrastructure to
support and inform the state's performance management
system.
Objectives
 Allow users to evaluate and measure teacher effectiveness by
examining and improving educator preparation programs,
induction and professional development
 Allow the state, districts and schools to study educator mobility,
recruitment and retention issues
 Identify highly effective teachers as well as address inequities in
their distribution between high and low poverty schools as well
as schools with high and low minority populations
 Enhance the ability to develop strategies for improving teaching
and learning by linking student achievement data to the
student's teacher(s)
