Trout Hydropower Plant at Carter Lake. Carter Lake Hydropower Project The project includes two 1,300-kw turbines, a 2,000square-foot powerhouse, and connections to the existing Carter Lake second outlet and St. Vrain Supply Canal. The water that is released from the outlet spins the two turbines to create the electricity. A 600-foot power line connects to the Poudre Valley REA distribution system. Directors Diehl and Lock view the turbines. Carter Lake Hydropower Project A power purchase agreement between Northern Colorado Water Conservancy District and Poudre Valley REA created a partnership that resulted in the $6 million hydropower facility sending 7 million to 10 million kilowatthours of electricity annually into the PVREA grid, or enough to power about 1,000 homes. Director Alexander inspects the electrical equipment that connects the plant to the PVREA grid with Engineering Manager Tim Stanton. Key Features of PVREA Net-Metering Policy • Available to Customer-Generators (C-G) that install a qualifying renewable electric energy generation resource and interconnects subject to the Association’s tariffs except Time of Use and Irrigation to the Association’s electric distribution system. Key Features of PVREA Net-Metering Policy • The C-G system’s renewable resource may be: solar, wind, geothermal, biomass or hydropower, and must be limited to not more than 25 kilowatts of capacity. • Any renewable resource in excess of 25 KW, will be considered on a case by case basis to determine eligibility. Key Features of PVREA Net-Metering Policy • The C-G shall be sized to supply no more than 120 percent of the customer’s average annual electricity consumption at the site,…….. Key Features of PVREA Net-Metering Policy • Making Money • Net monthly sales of electric energy delivered to the C-G shall be at the Association’s standard monthly rate including any Facilities Charge or minimum as applicable to the customer class. • If your system produces more energy than it uses, the excess kWh will be banked for future monthly energy bills. • Final bill payout at wholesale rate. Available online www.pvrea.com • Must have a load to supply. • Can’t generate more than 120% of your energy needs. • Your energy production is at the retail rate ($ 0.09176) until you generate excess. • Excess is banked for future energy use. • You will always have a monthly facility charge($24.50). • Pay-out of excess kWh is at the wholesale rate ($0.04). Key Features of PVREA Distributed Generation Policy • Applicable for facilities with maximum generating capacity of 100KW or less but greater than 25KW, qualifying as a “small power production facility”. • Tri-State compensates PVREA for Distributed Generation according to their Member Distributed Generation Policy. Key Features of PVREA Distributed Generation Policy CHARGES • DG is charged $4.30 per KW demand service requirement/mo. • Facilities Charge/ mo. $14.50–Single phase. • Facilities Charge/ mo. $110.00–Three phase. Key Features of PVREA Distributed Generation Policy PAYMENTS • PVREA will purchase power at 100% of the applicable effective Tri-State Bill Crediting Option Price based on Tri-State Member Distributed Generation Policies 115 and 117. Key Features of PVREA Distributed Generation Policy • For interconnection of a DG to a radial distribution circuit, the aggregated generation, including the proposed DG, on the circuit shall not exceed 15% of the line section annual peak load……..
