
The Employer/Government initiates the project stipulating what works are required to a
detailed level, The employer supervises the contract via consultant engineer in turn
paying for the contract on behalf of the Employer/Government.
The use of FIDIC contract controls the relationship between the employer/government
enforced by the consultant engineer FIDIC provides a contractual condition which in turn
lays down the obligations of both parties.
