Unique Aspects – Major System Acquisition Performance based solicitations: • Describe mission capability in generic terms (no specific systems) • Identify schedule/cost/capability objectives, known constraints • Require use of Earned Value Management System • Do not mandate or reference Government specs/standards Specific contract phasing coincides with major program/project phases: – Concept exploration – Demonstration – Full-scale development – Full production Beyond this broad guidance, the FAR is silent other than to require agency heads to develop their own procedures.
