NIH PubMed Central deposits
The latest federal budget bill empowered the National Institutes of
Health to require recipients of NIH funding to deposit copies of
articles arising from that research into NIH’s open-access public
repository PubMed Central.
This requirement went into effect for all articles accepted after April 8,
2008.
While some publishers opposed the requirement, most are now
cooperating to some extent.
For those facing this
There are 4 categories of publishers:
1.
Those who automatically deposit everything in PubMed
Central
2.
Those who deposit self-identified articles in PMC
3.
Those who won’t deposit, but will allow authors to do it
4.
Those who do not allow deposit (AMA, et al.)
UNL Libraries & NIH mandate
We are working with UNL’s Office of
Research Compliance to assist faculty in
meeting this requirement, by
1. advising on their copyright transfers
2. directing them to cooperating
publishers
3. assisting in online deposits where
necessary
We are involved because...
• we are familiar with the copyright issues
• we know the publishers
• we are familiar with online manuscript
deposits, and
• it gives us access to more researchers who
we can then recruit for the institutional
repository – now has over 22,000 articles,
etc.

1. Planting ideas - Fall, 2007 conversations
with the Office of Research
2. Nurturing the idea – Identified the
primary NIH researcher in the Office of
Research who was most concerned
3. Watering the idea - Volunteered to help
at no cost to the Office of Research
Planning Implementation
• January, 2008 – Office of Research
Compliance calls for help
• Half hour meeting- determined online
campus grant management system linked
to the Institutional Repository system
would meet campus needs
How it works:
• UNL’s NUGrant automated system sends
a notice about the NIH requirement to
researchers when:
• Application for NIH grant is submitted
• NIH grant is received
• 18 weeks before any report is due
• When the grant is finished

• Notification of the NIH deposit
requirement
• Language to use when submitting an
article based on NIH funded research
• Language to use when as article is
accepted before signing agreement with
publisher
• Contact person in the Libraries

Depositors' Information for NIH PubMed Central
The National Institutes of Health have a new policy requiring authors of peer-reviewed articles based on NIH-funded research to ensure
that those articles are deposited in NIH's free public-access online archive PubMed Central. This policy goes into effect with all articles
accepted for publication on or after April 8, 2008.
Presented here is information designed to assist UNL researchers in selecting appropriate publishers and journals and managing their
copyrights so as to allow for the mandatory NIH deposit.

When submitting an article based on NIH-funded research—
Attach the following (include it in the cover letter or, if necessary, incorporate it
into the text):
The research described or reported in this article was performed with public
funding from the National Institutes of Health. Federal law requires that the
authors of this work deposit a publicly accessible electronic version of the accepted
manuscript in PubMed Central (http://www.pubmedcentral.nih.gov/). Submission
of this article is made with the reservation of the author’s right to make this deposit,
with public access subject to a reasonable embargo period that may be stipulated by
the publisher and may not exceed 12 months from publication.

When your article is accepted, and before you sign away your author rights —
Attach this language to your contract, copyright transfer, or permission to publish
agreement:
Journal acknowledges that Author retains the right to provide a copy of the final
manuscript to the NIH upon acceptance for Journal publication, for public
archiving in PubMed Central as soon as possible but no later than 12 months after
publication by Journal.
