ARTICLE 1. ORGANIZATION
The Le Tour de Langkawi Malaysia is organized by Ministry of Youth and Sports of Malaysia
and Malaysian Sports Council with the collaboration of Malaysia National Cycling Federation and
has its headquarters at Level 4, National Aquatic Centre, National Sports Complex Bukit Jalil,
57700 Sri Petaling, Kuala Lumpur, Malaysia, Tel: +603 8996 4598, Fax: +603 8996 4597, Email:
[email protected]. It is to be held from 27th February to 8th March 2014 under the regulations of
the International Cycling Union.
ARTICLE 2. TYPE OF EVENT
The event is open to athletes of the Men’s Elite and Under 23 categories. The event is
entered on the UCI Asia Tour calendar and is registered as a class 2.HC event. In conformity
with the UCI rules, points are awarded as follows for the UCI Men’s Elite and Under 23 (refer to
Art.2.11.014) ranking:
General Individual classification 1 – 15 (100, 70, 40, 30, 25, 20, 15, 10, 9, 8, 7, 6, 5, 4, 3)
Stage winner to the first 8 (20, 14, 8, 7, 6, 5, 4, 2)
Leader Jersey for General individual classification by time @ 10 points daily (Yellow Jersey)
ARTICLE 3. PARTICIPATION
As per article 2.1.005 of the UCI regulations, the event is open to the following teams: UCI
Pro Tour Teams, UCI Professional Continental teams, UCI Continental Teams and National Teams.
As per article 2.2.003 of the UCI regulations, teams must be formed of a minimum of four (4) riders
and a maximum of six (6) riders together with four (4) officials.
ARTICLE 4. RACE HEADQUARTERS
At the start, the race headquarters shall be open starting from 1st to 23rd February 2014
from 0930hrs to 1900hrs and located at the following address: Level 4, National Aquatic Centre,
National Sports Complex Bukit Jalil, 57700 Sri Petaling, Kuala Lumpur. From 24th to 26th
February 2014 the Secretariat will be open from 0900hrs to 2100hrs at Tulip Room, Level 2,
One Hotel Helang, Langkawi, and on 27th February 2014 from 1200hrs to 2100hrs at Business
Centre, Lobby Level, Park Avenue Hotel Sungai Petani, Kedah
Team representatives are requested to confirm their starters and collect their race numbers from
1600hrs to 1700hrs on 26th February 2014 at One Hotel Helang, Langkawi. (Managers are kindly
reminded to bring along their teams’ 2014 licenses and team jersey for inspection)
The team managers’ meeting, organized in accordance with article 1.2.087 of the UCI regulations,

ARTICLE 5. RADIO-TOUR
Race information will be broadcast on the frequency of Radio Tour channel. The frequency
will be announced during the team managers meeting.
ARTICLE 6. NEUTRAL TECHNICAL SUPPORT
The technical support service is handled by Le Tour de Langkawi Neutral Service under the
Vittoria Servizio Corse Team.
The neutral support is taken care of by means of 3 Sedan Cars, and will carry 10-speed and 11
speed wheels as spare wheels.
ARTICLE 7. FINISH AT THE TOP OF A HILL-CLIMB
Articles 2.6.027 and 2.6.028 shall not apply where the finish is at the top of a hill-climb.
Stage with finish at the top of a hill-climb for the application with article 2.6.029 is the following
stage: Stage 4, Subang – Genting Highlands.
Every discussion regarding the qualifications “at the top of a hill-climb” and “before the climb” will
be decided by the commissaires panel.

ARTICLE 8. FINISHING TIME LIMITS
Taking into account the characteristics of each stage, the finishing time limits have been set
as follows: Stages 1, 2, 3, 5, 6, 7, 8, 9 and 10 @ 12% and stage 4 @ 20%.
The time limit may, in exceptional circumstances, be increased by the Commissaires’ Panel in
agreement with the organizer according to the article 2.6.032.
In case riders out of the time limit are given a second chance by the president of the commissaires
panel, those who are classified in the classification by points shall have confiscated the equivalent
points awarded to the winner of this same stage to their individual general classification by points.
ARTICLE 9. FEEDING
Food and drinks may be taken from team vehicles after 30km from the actual start each day
and up to 10km before the finish behind the car of the Commissaire or as otherwise indicated by
the Commissaire.
ARTICLE 10. CLASSIFICATIONS - TIME BONUSES
The following classifications will be issued:
Daily classification:
10.1 General Individual Classification on Time
General Individual on Time is decided by adding together the time taken by the riders on
each stage, less any time bonuses and plus time penalties. The rider leading this competition after
stage 1 will wear the Yellow Jersey and receive the daily award. In the event of equality in time, the
leading rider will be decided in accordance with UCI regulation 2.6.015.
10.2 General Individual Classification on Points
The Points General Classification is decided by adding together the points awarded for each
intermediate sprint and at each stage finish.
The points are awarded as follows:Intermediate Sprint : 5, 3, 2,1 with time bonuses 3”, 2”and 1”
Stage Finishes (except Stage 4) : 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, 1.
Time bonuses 10”, 6”, 4” will be given to all first three stage winners.
After stage 1 the leader will wear the Blue jersey and receive a daily award. In the event of equality,
the leader will be the rider with most victories or failing that first places in the intermediate sprints
counting for this classification. Failing that the highest placed rider in the General classification will

be leader as indicated in UCI Regulation 2.6.017
10.3 General Climbers Classification
Best climber is decided by points awarded on each designated climbs in the race.
The points are as follows:Category of climbing:a.
Hors Category – 25, 20, 16, 12, 10, 8, 6, 5, 4, 3, 2, 1
b.
Category 1 – 15,12, 10, 8, 6, 4, 2,1
c.
Category 3 – 6, 4, 2, 1
d.
Category 4 – 4, 2, 1
After the first stage, the leader will wear a Red Jersey. The leader will be the rider with the most
points awarded on the designated climbs. In the event of equality, the leader shall be decided in
accordance with UCI Regulation 2.6.017.
10.4 Asian Individual Classification on Time
The Asian Individual Classification on time is decided by adding together the time taken by
eligible riders on each stage, less any time bonuses and plus time any time penalties. The rider
leading in this competition after Stage 1 will wear a White Jersey and receive a daily award. In
the event of equality on time, the leading rider will be decided in the same manner as the Overall
General classification on time.
10.5 Team Classification on Time
The team award is decided on the total time of the first 3 riders in a team on each stage
excluding time bonus. If there is equality on time, the leader will be decided in accordance with UCI
Regulation 2.6.016
10.6 Asian Team Classification on Time
The team award is decided on the total time of the first 3 Asian riders in a team on each
stage excluding time bonus. If there is equality on time, the leader will be decided in accordance
with UCI Regulation 2.6.016
10.7 Individual General Classifications:
Individual General Classification by Time for 1 – 30
Individual General Classification by Points (Intermediate Sprint/Stage Finish, except Stage 4) for 1 – 5
Individual General Classification for King of the Mountains for 1 – 5
Individual General Classification by Time for a Asian rider for 1 – 10

10.7.1 Team General Classification:

The Tie-break procedures for the classifications are as below:
Article 2.6.015 to 2.6.017 are taken into consideration.
ARTICLE 11. PRIZES
A grand total of MYR 936,500 (Malaysia Ringgit nine hundred thirty six thousand and five
hundred only) will be awarded in prize money at the event. Prizes shall be paid to the beneficiaries
or their representatives no later than 90 days after the finish of the race. Article 1.2.073 is referred
for any dispute.
Team Manager may request the organizer to transfer the said prize money via telegraphic transfer
to the Team’s designated account. The Team Manager is to submit details of the Bank Account and
consent to the Organizer for this purpose.
ARTICLE 12. ANTI DOPING
The UCI anti doping regulations are entirely applicable to the event. Riders and Teams
Official must check and be aware whether they are required for any daily anti doping controls.
Doping control test will take place within 100 meters after the finish line or as indicated in race
manual.
ARTICLE 13. AWARDS CEREMONY
In accordance with article 1.2.112 of the UCI rules, the following riders must attend the
official awards ceremony:
• The top three (3) finishers of the stage
• The leaders of the following secondary classifications:
Individual General Classification by Time for Asian Rider (White jersey)
Individual King of the Mountains Classification (Red Jersey)
Individual General Classification by Points (Blue Jersey)
Individual General Classification by Time (Yellow Jersey)
The riders will present themselves at the podium within a time limit of ten (10)minutes after
crossing the finish line.
Before each stage start (after the 1st Stage), the jersey holders must appear in racing clothing for
presentation to the public.

Moreover, at the general finish of the event, the following riders must also present themselves at
the final awards ceremony at Dataran Shahbandar, Kuala Terengganu.

ARTICLE 14. PENALTIES
The UCI penalty scale is the only one applicable.
ARTICLE 15. CYCLING AND THE ENVIRONMENT
The Organizer would like to remind all parties involved in the race to be sensitive to
environmental concerns. As over 70% of the Race Route will pass through Primary and Secondary
forested areas, the environmental impact of the Race must be minimized.
There will be strictly no littering at all Staging Areas, Start / Finish venues, Feed Zones and
throughout the Race Route. All refuse is to be disposed in a responsible and hygienic manner.
Please be reminded that causing damage to the flora and fauna is strictly prohibited.

ARTICLE 2. TYPE D’ÈVÈNEMENT
L’événement est ouvert aux athlètes des catégoriesMen Elite et Under 23. Il fait partie du
calendrier UCI Asia Tour etclassé en tant que Hors Catégorie. En conformité avec les règles de

Port du maillot de leader par étape: 10 points (Maillot Jaune).
ARTICLE 3. PARTICIPATION
Selon l’article 2.1.005des règlements de l’UCI, l’évènement est ouvert aux équipes

2100hrs au Tulip Room, Level 2, One Hotel Helang, Langkawi, et le 27Février 2014 de 1200hrs à
2100hrs au Business Centre, Lobby Level, Park Avenue Hotel Sungai Petani, Kedah Darul Aman.
Directeurs Sportifs devront confirmer leurs partants et récolte leurs dossards à la permanence
à partir de 16h00 à 17h00 le 26Février 2014auPorto Malai Floor, Langkawi.(Les Directeurs

Toute discussion concernant les qualifications “au sommet” et “avant la montée» sera décidée par
le Jury des commissaires.
ARTICLE 8. DETALIS D’ELININATION
En considération des caractéristiques de chaque étape, les délais d’élimination ont été

En cas de coureurs en dehors des limites de temps seront donné une deuxième chance par
le président du Jury des commissaires, ceux qui sont classés dans le classement par points a
confisqué les points représentant attribué au lauréat de ce même stade de leur classement
général individuel par points.
ARTICLE 9. ALIMENTATION
Repas et boissons peuvent être prises après 30km de début du véhicule d’équipe après le
départ de chaque journée Et avant les 10 derniers kilomètres, prenant position derrière la voiture
du commissaire ou l’indication montrant par le Commissaire.
ARTICLE 10. CLASSEMENTS
Les classements suivants seront délivrés:
Classement Quotidien:
10.1 Classement général individuel aux temps
Le classement général individuel aux temps est déterminé par l’addition des temps de
chaque coureur à chaque étape, moins les bonifications et plus les pénalités. Le coureur leader
de la compétition après la première étape portera le maillot jauneet recevra un prix journalier. En
cas d’égalité aux temps, le leader sera déterminé en fonction de l’article2.6.015 des règlements
de l’UCI.
10.2 Classement général individuel par points
Le classement général individuel par points est déterminé par l’addition des temps de
chaque coureur à chaque sprint intermédiaire et à chaque arrivé d’étape.
Les points sont attribués comme suit:
Sprints intermédiaires: 5,3,2,1 avec des bonus de temps 3 “, 2” et 1 “
Arrivées d’étape (sauf d’étape 4) : 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2,1
Avec des bonus de temps 10 “, 6”, 4 “ sera donné à tous les trois premiers vainqueurs d’étape.
Après la première étape, le leader du classement par points portera le maillotbleu et recevra
un prix journalier. En cas d’égalité, le leader sera le coureur avec le plus victoires d’étapes, ou à
défaut, le plus de première place dans les sprints intermédiaires comptant pour ce classement.
À défaut le coureur le mieux placé au classement général sera le leader en fonction de l’article
2.6.017 des règlements de l’UCI.
10.3 Prix de la montagne
Le classement des grimpeurs est déterminé par l’addition des points inscrits à chaque
désigné monte en course.

Après la première étape, le leader du classement des grimpeurs portera un maillot rouge. Le leader
sera le coureur ayant le plus de points attribués sur la grimpe désigné. En cas d’égalité, le leader
sera désigné en fonction de l’article 2.6.017 des règlements de l’UCI
10.4 Classement général individuel asiatique aux temps
Le classement général individuel asiatique au temps est déterminé par l’addition des temps
enregistrés par les coureurs éligibles àchaque étape, moins les bonifications et plus les pénalités,
le cas échéant Le coureur leader dela compétition après la première étape se verra attribuer le
maillot blanc et recevra un prix journalier. En cas d’égalité aux temps, le leader sera déterminé de
la même manière que pour le classement général individuel aux temps.
10.5 classement par équipes sur le temps
Le classement par équipes est déterminé par l’addition des temps des trois meilleurs
coureurs de chaque équipe à chaque étape, sans tenir compte des bonifications. En cas d’égalité
de temps, l’équipe leader sera désignée en fonction de l’article 2.6.016du règlement de l’UCI.
10.6 classements par équipes asiatique sur le temps
Le classement par équipes est déterminé par l’addition des temps des trios meilleurs
coureurs de chaque équipe à chaque étape, sans tenir compte des bonifications. En cas d’égalité
de temps, l’équipe leader sera désignée en fonction de l’article 2.6.016 du règlement de l’UCI.
10.7 Classement général individuel:
Classement général individuel aux temps pour 1 - 30
Classement général individuel par points pour (Sprints intermédiaires/Arrivées d’étapes sauf pour la quatrième étape) 1 - 5
Classement général individuel pour le prix de meilleur grimpeur pour 1 - 5
Classement général individuel aux temps pour les coureurs asiatiques pour 1 - 10

ARTICLE 11. PRIX
Un total de MYR936, 500 (neuf cent trente-six mille, cinq-cents Malaisie Ringgit seulement)
sera attribuée comme prix à l’événement. Les prix seront collecter le dernier jour de l’événement
ou selon les conseils de l’organisateur plus tard. (L’article 1.2.073)
OU Le Directeur Sportif peut demander de l’organisateur de transférer le montant du prix déclaré
par virement télégraphique au compte désigné de l’équipe. Le Directeur Sportif de l’équipe consiste
à soumettre les détails du compte bancaire et le consentement à l’Organisateur à cet effet.
ARTICLE 12. ANTIDOPAGE
Les règlements antidopage de l’UCI s’appliquent à l’événement. Les coureurs et les officiers
d’équipes doivent vérifier quotidiennement si’ il y’a un contrôles antidopage. Test de contrôle
antidopage aura lieu à moins de 100 mètres de chaque ligne d’arrivée, ou comme indiqué dans le
guide de la course.
ARTICLE 13. CEREMONIE PROTOCOLAIRE
Selon l’article 1.2.112 des règlements del’UCI, les coureurs suivants devront se présenter
aux cérémonies protocolaires après chaque étape:
• Les trois (3) premier de chaque étape.
• Les leaders des classements suivants:
Classement Général Individuel auxtempspour les coureurs Asiatique(Maillot Blanc)
Classement Individuel de la montagne (Maillot Rouge)
Classement général individuel par points (Maillot Bleu)
Classement Général Individuel aux temps (Maillot Jaune)
Les coureurs devront se présenter au podium moins de dix (10) minutes après le franchissement
de la ligne d’arrivée.
Avant chaque départ d’étape (après la 1ère étape), les titulaires des maillots devront apparaître
dans la courseaux maillots pour les présenter au public.
Après la dernière étape, les coureurs suivants devront se présenter àla cérémonie finale à Dataran
Shahbandar, Kuala Terengganu (8Mars 2014).
• Les 3 premiers de la dernière étape.
• Les gagnants des classifications secondaires suivants:
Classement général par équipes pour la meilleure équipe Asiatique.
Classement général par équipes 1 à 3
Le classement général individuel aux temps pour le coureur Asiatique de 1 à 3
Le classement individuel de la montagne de 1 à 3

ARTICLE 14. AMENDES
Le barème des pénalités de l’UCI est le seul applicable.
ARTICLE 15. CYCLISME ET L’ENVIRONNEMENT
• L’organisateur tient à rappeler à toutes les parties impliquées dans la course pour être
sensible aux préoccupations environnementales. Comme plus de 70% de la course sera desroutes
traversent des zones boisées primaires et secondaires, l’impact environnemental de la course doit
être minimisé.
• Il n’y aura strictement aucun abandon de détritus, à tous les sites de rassemblement
Start / Finish, les zones de ravitaillement et tout au long de la Course. Tous les déchets doivent être
éliminés d’une manière responsable et hygiénique.
• Nous aimerionsrappeler que causant des dommages à la flore et la faune est strictement
interdite.
