The KwaDukuza Municipality seeks to fill the following positions and accordingly invites applications from persons who meet the requirements as indicated.

Note: It will be required from the successful candidate from Task Grade 12 and above to meet the minimum prescribed competencies as required by National Treasury regulations in line with March 2014 exemption notice. It will also be expected of the successful candidate to undergo the competency based assessment.

FINANCE DIRECTORATE

KDMFE 01: DIRECTOR: EXPENDITURE: (TASK GRADE 19:R551 091.12 –

R715 356.72 p.a. + Locomotion allowance and Cell-phone allowance in terms of Council’s policy.) Requirements: A B. Comm. Accounting (or equivalent NQF level 7 qualifica tion) with majors in Accounting and either Auditing or Managerial Account ing. Computer literate (MS Word, Excel) & Code B/08 driver’s license, At least 3-4 years relevant Financial Accounting experience at a senior level within a municipality. Have extensive knowledge of MFMA, DORA, MSA, VAT ACT, INCOME TAX ACT, National Treasury Regulations, GRAP, SCM regulations etc.

Requirements: Directs, Leads and controls the key performance areas as re sult indicators associated with the consolidation and preparation of manage ments accounts and budget; recording, balancing and reconciliation of expen diture; reporting of income and expenditure; monitoring and executing specific interventions to maintain compliance ; implementing risk management and asset control procedures; preparing of financial reports to support key man agement decisions; provision of guidance to personnel with the interpretation and processing specific accounting information; and directing accounting pro cedures and processes associated with controlling creditor accounts, payroll and costing, investments, loans, fixed asset administration, supply chain man agement, annual financial statements and budget processes.

KDMFB 07: BUDGET COSTING CLERK (TASK GRADE 6: R93 053.28 – R120 801.36 p.a.) Requirements: A Gr.12 & a National Diploma in Accounting/Finance field at an NQF level 6 with majors in Accounting or Management Accounting; Computer literate (MS Word & Excel) 18-24 months experience within the Budgets & Compliance office of a municipality. Have knowledge of MFMA, MSA, DORA and attendant regulations. Duties: Co-ordinates the application of procedures and sequences associ ated with the budget reporting analysis, costing and processing of costing journals and maintaining the registers and information related to costing and the use of these for budgeting activities.

KDMFR 022: SENIOR CLERK: BILLING (TASK GRADE 6: R93 053.28 – R120 801.36 p.a.) Requirements: A Gr.12 at an NQF level 4, with a pass in Mathematics & Ac counting, 2-3 years relevant clerical/ office administration and general ac counting experience, Computer literate (MS Word & Excel).

Duties: Performs specific administration activities associated with applica tion and termination of services in accordance with laid down procedures and instructions. Performs specific administration functions associated with dis connections and reconnections of services due to non-payment of accounts. Performs specific associated with the raising disconnection/ reconnection and tampering fee.

MUNICIPAL FINANCE MANAGEMENT INTERNSHIP PROGRAMME, MFMIP (1 POST) TWO-YEAR CONTRACT

Remuneration: Between R80000 – R92000. (All inclusive and dependent on year of internship) Internship overview: The MFMIP is a structured professional training and work experience programme with the goal of providing high quality training and practical exposure in all aspects of a Municipal Budget and Treasury Of fice which is governed by the Municipal Finance Management Act, Act 56 of 2003 and the underlying reforms.

The intern will sign an internship agreement which is in addition to the employ ment contract. The effect of the agreement is to ensure commitment to the programme which require, amongst other, full participation in the educational and workplace assignments and observance of policies and procedures over the full two-year period. Candidates will be subjected to a rigorous testing and selection process and MUST meet the minimum prescribed requirements.

Requirements (minimum): a three-year Bachelors Degree or National Di ploma with Accounting, Economics, or Finance as major subjects. Risk Man agement and/or Auditing as non-major subjects would be advantageous. Candidates must be between the ages of 21 and 35 and have not previously participated in an Internship Programme.

Duties include, as a minimum, the following: • Assist in the preparation of multi – year annual budgets • Assist in monitoring budgetary expenditure and income against monthly actuals • Prepare monthly returns to National and Provincial Treasury, Statistics SA and other external government agencies/departments • Prepare monthly budgetary reports to Council and Portfolio Committees • Assist in the preparation of Annual Financial Statements • Assist in the maintenance and record keeping of assets • Assist in ensuring compliance with the Municipal Finance Management Act, No. 56 of 2003, and other relevant legislation, including Supply Chain Management.

MUNICIPAL SERVICES DIRECTORATE

KDMMS 07: 1X SUPERVISOR (BEACH AMENITIES) NORTHEN SECTION (TASK GRADE 9: R142 611.24 – R185 111.64 p.a.)

Requirements: Gr. 12 at an NQF level 4; Code EB driver’s license; 2 years working supervisory experience.

Duties: Co-ordinates and controls the operations of the beaches by monitoring attendance/ conduct and output & addressing deviations from agreed performance indicators through meetings/ counseling and or other approved methods designed to improve and motivate person nel. Addressing workplace conflict/ conduct through the initiation and co-ordination of consultative processes and implementation of specific disciplinary procedures. Assessing & introducing measures to facilitate understanding of processes and procedures with respect to operations and maintenance and / providing input into specific training require ments. Preparing operational performance reports referring to statisti cal data & qualitative information gathering through investigations & inspection. Completing operational documentation (vehicle log sheets; overtime schedules) extracting information from field reports/ activity lists & forwarding for approval & processing.

CORPORATE SERVICES DIRECTORATE

KDMCS 07A: PERSONNEL OFFICER (RECRUITMENT) TASK GRADE 10:R160 565.88 – R208 413.84 p.a.)

Requirements: A relevant qualification in Human Resources/ Public Administration/ Public Management at an NQF level 5/6 and 2-3 years relevant experience in Human Resources; Computer literate in (MS Word & Excel).

Duties: Co-ordinates specific Human Resources tasks/activities asso ciated with recruitment, Selection, termination and general administra tion through the application of laid down procedures, providing seeking and presenting information on interventions and processes in order to ensure adequate guidance and support is made available to employees and or the employer with respect to comprehending and understanding organizational and legislative procedures related to the functionality.
