II. ORGANIZATIONAL SETTING
The Logistics Management Section (LMS) is one of two sections within the Department
of General Services. It is charged with the responsibility of receiving supplies (inventory
& assets), tracking of items procured by the entity, ensuring they are barcoded/tagged
and maintaining an up to date filing system of all transactions in and out of the
premises. The Section is also responsible to issue out assets & inventory items
procured by the Authority and providing such supplies and assets to business units or
users as and when needed to ensure the effective and efficient operations of the
Authority.
The Section has five key Units: Transport, Facilities, Stores/Warehouse, Records and
Asset Management.
The Section is headed by a Manager who reports directly to the Commissioner for
General Services Department.
III. JOB PURPOSE
To provide logistical support to business units within the Authority to facilitate their
smooth and efficient operations. This will include but not limited to the warehousing,
storage, management and distribution of supplies or goods and other assets such as
revenue instruments, tax forms, etc. as well as providing needed information that will
inform procurement decision.
This is achieved by: providing Authority-wide oversight in the functional areas of
materials and inventory management, equipment management, records management,
contract property management, transportation and travel management, and property
management.
IV. MAIN TASK AND RESPONSIBILITIES
1. Collaborates with internal stakeholders and Procurement Section and develop an
Authority-wide Annual Logistics Plan. The Section will carry out its main task and
responsibilities by:
a) supervising the work of all units within the Section;
b) monitoring the quality, quantity, cost and efficiency of the movement and storage
of goods and other assets;
c) developing policies and procedures for all logistics activities;
d) overseeing routine maintenance and repairs of vehicles and all facilities of the
Authority;
e) managing contracts for works and services to ensure compliance;
f) implementing health and safety procedures for transportation equipment and
staff;
g) establishing a system for receiving, codifying (where applicable), warehousing,
and distributing assets such as stationery and supplies, revenue instruments and
forms and other assets;
h) inspecting assets procured by the Authority to ensure they are of superior quality
and in keeping with specifications as spelt out in procurement and tender
documents;
i) ensuring the design of adequate safeguards and procedures for the safety,
security, movement, handling or storage of
assets and ensuring strict
compliance;
j) ensuring the receiving, processing and delivery of all approved requests for
supplies or other assets in a timely manner both at headquarters and outstation
offices;
k) ensuring the assessment of staff training needs across the Section and
developing appropriate training plan and conducting regular staff training;
l) recommending to the Commissioner for General Services appropriate trainings
(local/external) for staff;
2. Manages financial, non-financial and manpower resources by:
a) preparing realistic budget for the Section for submission to Budget & Finance and
ensuring that expenditures are within budget limits;
b) analyzing all aspects of logistics activities to determine the most cost effective or
efficient means of implementing the logistics program of the Authority;
c) ensuring the hiring of the appropriate number of employees needed to facilitate
the work of the Section;
d) using financial, non-financial and manpower resources of the Section for and on
LRA activities only.
3. Manages the performance of staff by:
a) motivating staff and encouraging teamwork within the workforce of the section to
ensure set performance objectives based on the operational plans are met;
b) participating in personnel development by talent acquisition, performance
management, rewarding high performers, education, communication and selfactualization, etc.;
c) reviewing staff performance reports to ensure performance objectives are met
based on operational plan;
d) ensuring annual employees’ performance appraisals are completed and
submitted to Human Resource Management Office on time;
e) ensuring training, equipment and accommodation required are delivered
according to plan and resources;
f) ensuring the timely maintenance of buildings and grounds and proper workings
of all facilities attached thereto to ensure a conducive working environment;
g) ensuring maximum and efficient use of office time and resources;
h) ensuring adherence to the LRA Professional Ethics and Code of Conduct, LMS
Code of Conduct and Standard Operating Procedures, rules and regulations of
the Authority;
i) ensuring the development and use of assets registers for assets of the Authority
(owned/leased);
j) ensuring the availability of copies of all leases/contracts into by the Authority;
k) ensuring the preparation of quarterly/yearly consumption reports of all assets, as
applicable;
l) ensuring records are kept for routine vehicles maintenance and repairs,
fuel/gasoline consumption and other services performed on assets;
m) ensuring records are kept for transfer/disposal of assets throughout the Authority
4. Recommend legislative and operational changes to the Commissioner for
General Services:
5. Liaise with other government agencies and the private sector by:
a) coordinating with relevant government agencies as applicable to ensure strict
compliance with regulations and rules regarding logistics operations;
b) building and maintaining effective and constructive working relationships,
partnerships, or networks of contracts with other relevant government agencies
and the private sector in line with LRA established procedures and employees
Code of Conduct;
c) giving the best service possible (quality, timeliness, completeness, knowledge,
courtesy, fairness, etc.) to internal and external clients;
d) being an effective representative of the General Services Division Department at
all times
6. Secures revenues proactively by:
a) ensuring that revenue instruments are properly secured;
b) ensuring adequate availability of treasury and rural receipts at all times;
c) timely providing treasury and rural receipts to users as and when needed
7. Legal Commitment
All staff (Full Time, Part time, contractors/ consultants, interns and cadets) of the
Liberia Revenue Authority are required to commit themselves and abide by
professional and ethical code, HR Manual, Revenue Code, the national code of
conduct, and other public policies, laws and regulations by all staff in the Liberia
Revenue Authority.

V. REQUIRED COMPETENCE
Excellent knowledge and experience in Logistics Management
Principles and understanding of the methods of moving goods
and people by air, road or sea in a way that minimizes costs.
Knowledge
Good working knowledge of business and management
principles involved in strategic planning, resource allocation,
leadership techniques and coordination of people and
resources. Knowledge of and experience in project and
contract management.
Computer literate

VI. MINIMUM QUALIFICATION AND EXPERIENCE
Education
Bachelor Degree Business Administration, Economics, Taxation,
Accounting, Public Administration, Customs, Management or related
applicable field, e.g. Criminal Justice, Human Resources and Law.
Proficient in Microsoft office e.g., word processing, spread sheet, ,
and power point.
Experience
Must have at least 5 years working experience performing similar
functions.
Experience in managing functions and people
