Intended audience and their use of the information
• policymakers - setting educational policy, setting future goals,
resource allocation, etc.
• teacher trainers – designing programs for pre-service training
• professional development trainers – formulating and tailoring
programs for in-service professional development
• principals – patterns of school organization, patterns of teachinglearning-assessment, understanding patterns of administration and
exceptional teaching
• teachers – patterns of teaching-learning-assessment

• RAMA - providing support in interpreting data, providing a wider
picture of the education system for validation and/or raising questions
regarding local data
Information expected from TALIS
• empirical data that is comparable with other countries
• data that provides information related to the patterns of instruction
and their relation to teaching-learning-assessment
• characteristics of the school organization and the relationship
between the school context and the patterns of instruction-learningassessment
• information that can inform decisions regarding frameworks for
training of teachers and principals
• information that will promote school improvement

The National Context
• National testing has included a component focusing on teaching
practice and pedagogical setting (Meitzav)
• Policy initiative of teacher evaluation (appraisal) including all aspects
of teaching practice
• “Avnei Rosha” – training principals to be leaders with emphasis on
teaching and learning and promote a culture of data-based inquiry
within schools

• Professional training of teachers based on videos:
• for teacher self reflection and to improve their practice;
• promoting a culture of transparency;
• involving peers in lesson analysis;
• encouraging discussion among teachers as part of their
professional development
