LAs should ‘actively seek the support of local
communities for improvement and
maintenance work on non-national roads’
Restoration Improvement Programme ’95
5% of Restoration Grants can be set aside for
CIR Schemes
Focus on the improvement of the road network
on which the LA is not in a position to carry
out regular maintenance work
Background to CIR in County Kilkenny
Restoration Programme/CIR
Prepare multi annual programmes in line with
the strategic needs of the road network
Set aside 5% (7.5%) of Restoration Grant for
CIRs so as to;
Enable structural improvements to the local tertiary
network
Harness community support where it most available
Reduce the maintenance burden on the LA
Facilitate Elected Representatives

routine/localised maintenance
Suggest retention of discretion for individual local
authorities to reserve 7.5% of Restoration Grants
for CIR Schemes.
