communities for improvement and
maintenance work on non-national roads’
Restoration Improvement Programme ’95


5% of Restoration Grants can be set aside for
CIR Schemes
Focus on the improvement of the road network
on which the LA is not in a position to carry
out regular maintenance work
Background to CIR in County Kilkenny

Restoration Programme/CIR


Prepare multi annual programmes in line with
the strategic needs of the road network
Set aside 5% (7.5%) of Restoration Grant for
CIRs so as to;




Enable structural improvements to the local tertiary
network
Harness community support where it most available
Reduce the maintenance burden on the LA
Facilitate Elected Representatives

Significant support from Elected Members for the
Restoration Grant discretion (7.5%)
Including LT roads in Restoration Programmes
removes requirement for local contributions
Many LT Roads are beyond the provisions of
routine/localised maintenance
Suggest retention of discretion for individual local
authorities to reserve 7.5% of Restoration Grants
for CIR Schemes.
