What does
“engaging communities”
in early help mean to you
and why is it important?
Successful and sustained engagement with families…
• Involving people and communities in decisions and in running local services can
make government more efficient
• £1 in community development delivers £3 of social value
• a social return of between £2 and £8 for every pound spent on volunteers
• Social networks are consistently and positively associated with reduced illness and
death rates
• the most significant difference between this group and people without mental
health problems is social participation

By turning people into participants in the design of
services, they become innovators and investors,
adding to the system’s productive resources rather
than draining them as passive consumers waiting
at the end of the line’

• the culture of statutory sector organisations
• the dominance of professional cultures and ideologies in imposing
their own structures and solutions on communities
• competing and conflicting priorities
• the skills and competencies of staff working in public services
• the capacity and willingness of service users and the public to get
involved

What gets in the way?
• community partners with little tangible to offer the community
• poor specification of purpose and objectives
• central commitment to particular policies that leads to accusations of
‘community intransigence’
• too speedy and complex decision making processes
• failure to build on existing structures of community representation
• inadequate support.

So what should we be doing?
Real engagement with communities is likely to achieve
more than traditional service models when…
• Citizens and professionals each have something different to offer
• Options are available to both parties
• Participants are able to build a credible commitment to one another
• Incentives connecting with the values and everyday experiences of
both professionals and communities

Successful and sustained engagement with families…
• is maintained when practitioners work alongside families in a valued working relationship
• involves practitioners and parents being willing to listen to and learn from each other
• happens when practitioners respect what families know and already do
• needs practitioners to find ways to actively engage those who do not traditionally access services
• happens when parents are decision-makers in organisations and services
• happens when families’ views, opinions and expectations of services are raised and their
confidence increases as service users
• happens where there is support for the whole family
• is through universal services but with opportunities for more intensive support where most needed
• requires effective support and supervision for staff, encouraging evaluation and self-reflection
• requires an understanding and honest sharing of issues around safeguarding
