Shanghai Government has announced the “2011-2013 Action Plan” to promote the construction of the smart city .

In 2010, Ningbo city authority developed the construction of an intelligent city by introducing the “Decision on
the Construction of A Smart City”
In 2012, Hangzhou, Guangzhou, Wuhan and other cities also put forward the ideas for the construction of their smart cities.

But, in China
A large difference between mayors and IT companies: one mayor, after having carefully listened to the introduction to all “smart systems" in his visit to an IT company, said rather disappointedly, “Your smart city is lacking in the vision of a mayor." 3
Realization of peculiarities in the content of Chinese city intelligentization
The nature of city intelligentization lies in the integration of informationization, urbanization and industrialization in the same time, and Chinese cities have embarked on a special path.

Progresses and Challenges in China urbanization
China improved its urbanization rate by about 1.34% in recent 15 years.
1978: 17.92% 1996: 30.48% 2010 ： 49.68% (from the result of the population census ） About 18 million urban population is annually increased in China.
In next 15 years, about 200 million will be migrated to cities.
Thus, the huge urban construction work will continue.

What kind of cities will China construct?
The cities handed on from our preceding generation have almost been demolished. There must be certain shortsighted views or mistakes in urban construction.
Question 1 ： Another painful demolition will be repeated 30 years later?
Question 2 ： Will we have several cities that can receive the baptism of history, continue in the 22 th century and become renowned ones after three hundred years? Like London, Paris, Chicago, Prague and Florence! That poses a challenge to the level of Chinese urbanization.

Intelligentized development of city industries To have a good and fast economic development is the special responsibility assumed by Chinese municipal leaders
China has to rely on development to solve all conflicts. China's future development fundamentally depends on its city development. That is one of major concerns of Chinese mayors!

CAE decided to initiate a research project "the Strategic Research on the Construction of Intelligent Cities and Its Progress in China"

In order to distinguish from IBM's Smart City, fellows from Information and Electronic Engineering Academic Division, CAE proposed the term "Intelligent City" (iCity) for short.

30 CAE fellows and more than 100 Chinese scientists and experts;
Representatives from Chinese cities, e. g. Beijing, Ninbo, Wuhan , Xian and Hangzhou etc;
Joint research with international counter partner, e.g. academic exchange and a joint workshop on iCity with acatech on Sep 10, 2012 in Ningbo, China
