SESRIC in Brief
The Mandate of SESRIC
The Centre is a subsidiary organ of the Organization of the Islamic
Conference (OIC) and it started its activities in Ankara on 1 June 1978.
The basic mandate drawn up for SESRIC is threefold:
 To collate, process and disseminate socio-economic statistics and
information on and for the utilisation of the member states,
 To study and evaluate the economic and social developments in the
member states to help generate proposals that will initiate and enhance cooperation among them, and
 To organise training programmes in selected fields geared to the needs of
the member states as well as to the general objectives of the OIC.

Ideal Situation and the Training Programmes
 The ideal situation is to disseminate all data of a
country from one organization and it is reasonable
for National Statistical Organisations (NSOs) of the
countries to be this very one organization in the
country.
 For the NSOs to be able to undertake this
responsibility, it is for sure that their statistical
capacities should be at the satisfactory level.
 Training programmes of the institutions are very
important instruments to improve the statistical
capacities of the NSOs.

Examples of some Surprising Facts (1)
25 countries in the world have not
announced their 2006 GDP per capita yet.
Only 9 out of the 57 Member States of the
Organisation of the Islamic Conference (OIC)
can produce quarterly GDP data. These
countries are Indonesia, Iran, Jordan,
Kazakhstan, Kyrgyzstan, Malaysia, Morocco,
Tunisia and Turkey.

OIC Statistical Capacity Building Programme (StatCaB)
 The environment of cooperation which can be provided by OIC
for the Member States in terms of training programmes could
be one of the main instruments to improve the statistical
capacities of the NSOs.
 For this reason, it is among the mandates of SESRIC as a sub
organ of OIC to organize statistical capacity building
programmes.
 The Twinning Programmes are very good examples of
cooperation among the countries, since in these programmes
countries with strong capacities in certain areas send trainers
to the countries where there is a need of training related to
those areas.
 One important outcome of Twinning Programmes is the
improved relations amoung the NSOs.

OIC StatCaB Programme
OIC StatCaB Programme is realised through following six steps:
 Step 1: Collecting the information from NSOs through questionnaires
sent by the Centre every two year,
 Step 2: Assessing the needs and capacities of each NSOs based on
the information provided,
 Step 3: Planning training programmes by twinning NSOs among each
other according to the assessment results,
 Step 4: Implementing training programmes by organising short
courses or workshops in the member states,
 Step 5: Evaluating the outcomes and impacts of training programmes
in order to develop a long standing capacity building effect,
 Step 6: Disseminating the outcomes and results of the activities,
sharing the results.

2009 and 2011 OIC StatCaB Programme (1)
In the last quarter of 2008, the Centre
carried out the same survey once again
in order to revise and update the
information.
This time the number of subjects
involved in the questionnaire were
increased. The newly added subjects
were suggested by the NSOs of the
member states which responded to the
first questionnaire.
Up to now the Centre has received
responses from 28 member states.
The responses to the second
questionnaire have shown that the
subjects listed at the right side are the
ones to which most of the countries have
given high priority to improve their
capacities. For this reason, it is
reasonable for the Centre to organize
capacity building programmes on these
subjects within 2009 and 2010.

 It was held on 16-18 June 2008 in
Ankara, Turkey.
 It was held on 1-2 December 2008,
in Ankara, Turkey.
 It was jointly organized by Ministry
of Culture and Tourism of the
Republic of Turkey, Turkish
Statistical Institute and World
Tourism Organization.
 It was jointly organized by the
Islamic Development Bank (IDB),
the International Monetary Fund
(IMF) and the United Nations
Statistical Division (UNSD).
 10 OIC Member States, namely
Azerbaijan, Brunei, Malaysia, Oman,
Pakistan, Qatar, Saudi Arabia, Syria,
Tunisia and Turkey attended the
workshop.
 13 OIC Member States from Asia,
namely Afghanistan, Azerbaijan,
Bangladesh, Indonesia, Iran,

 shall provide a virtual platform to facilitate training networking,
partnership building and opportunity for dialogue amongst the OIC
training community;

 targets relevant government institutions, including NSOs and training

Category-wise Fullness of SESRIC Database
BASEIND
For the 9 OIC Member States which are included in
MEDSTAT Programme, the most problematic categories
are
• Gender
• Health
• Industry and Manufacturing
The percentage of data available in BASEIND for
these catagories are less than 50% for most of the
considered countries. Therefore, it may be useful to
organize workshops on these catagories.

 Africa Statistics Training Task Team of PARIS21
The SESRIC is part of the Africa Statistics Training Task Team at
the regional meeting on statistical training in Africa which was
organised by PARIS21 on 12-13 March 2007 in Kampala,
Uganda.
 Technical Cooperation Task Team of Committee for the
Coordination of Statistical Activities (CCSA)
This Task Team was established in 2006 in order to explore how to
improve the coordination of technical cooperation programs in statistics
at the sub-regional level. The Centre is a member of this Task Team
and will introduce the new methodologies designed in due course of its
technical cooperation activities.
 SESRIC would like to consider the possible cooperation with
