Employers in Ontario have a statutory requirement to provide a
healthy and safe workplace under the Occupational Health and
Safety Act


Employers have a statutory requirement to re-employ their
injured workers in prescribed circumstances under the
Workplace Safety and Insurance Act

Ontario’s Injuries, Illness and Fatalities Experience

90,000 accepted lost time claims in 2005 out of a workforce of
4.5 million workers covered by Workers Compensation

Lost time injury rate reduced from 2.46 in 2000 to 1.81 in
2005 (percentage of the workforce)

Severity rate has increased over corresponding period from
130.4 in 2000 to 209.3 in 2005 (days lost per 100 workers) –
Schedule 1 employers only

Work days lost increased from 5.5 million in 2000 to 9.3
million in 2005

Fatalities have no defined trend ranging between 99 and 215

Return to Work (RTW) Statistics

First 5 days are critical in RTW effectiveness

More difficult to return injured and ill workers back to safe
and productive work after 21 business days

Chance of returning to work is 50% after 6 months time off

50% of individuals with permanent partial impairments
experience another work disability within 3 years of
returning to the workplace

Costs of re-injury are 3 to 5 times that of original injury

Employing an integrated approach that incorporates a
managed system is essential in managing the continuum of
prevention, rehabilitation and compensation. It requires
transformational leadership and an understanding that the
workplace needs to be viewed organically

Prevailing Effort of the Paradigm
The goal of the paradigm is to keep people free of symptoms and
dysfunction. Rehabilitation is an activity designed to return those who
stray below the Safe Zone and establish their new parameters of
function focusing on abilities. Even while an individual is dysfunctional
in some way, they can be promoted and prevented from further
dysfunction.
Consensus Based Approach

Consensus based disability prevention involves the cooperation of
all the stakeholders. It is a process that serves as a foundation for
management and labour to work together in solving problems at the
workplace

It considers the whole person and requires a high level of corporate
emotional intelligence

One example is the Consensus Based Disability Management Audit
(CBDMA) developed by the National Institute of Disability
Management and Research (NIDMAR) located in Victoria, British
Columbia, Canada (www.nidmar.ca)
