Relevance
Investment on energy saving technologies and trade of energy efficiency services is expanded in APEC quickly. Policy or regulations bounded to energy savings such as white certificate scheme, energy savings subsidy or tax rebate are also popular in APEC economies.
Standards for Measurement and Verification (M&V) of energy savings of projects or organizations are valuable for different stakeholders to better define, adopt, manage and improve the technical and management measures to achieve energy savings and increase energy efficiency. However, insufficient harmonization of methodologies for M&V of energy savings became a big gap in APEC region especially in those developing economies when improving energy efficiency of system or organizations. Furthermore, inadequate capacity in developing economies to apply these standards also impedes investment on energy saving measures and achievement of credible energy savings.
This project is expected to enhance the sustainable information sharing and capacity building among APEC economies.
Objectives
To share experiences of harmonizing M&V methodologies for increasing the reliability of energy savings of projects or organizations.
To improve the capacity to use international M&V standards through exchanging expertise between developed economies and developing economies.
To enhance understanding of importance of M&V for ensuring credible performance improvement of systems or organizations through the public-private dialogue

This project will be based on the findings of previous APEC projects conducted in SCSC and EGEE&C. The demands on harmonized M&V standards and capacity building are identified in the projects:
