Quality Improvement Initiative
Communicating with Consumers

Background
With a population of 3.4 million inhabitants, the Puerto Rico
AIDS Surveillance Program has received reports of 33,575
persons diagnosed with AIDS since 1981 of which 20,951,
62%, have already died. An additional 7,630 persons with
HIV non-AIDS (June 30, 2009) have also being reported.
They are served through private, community-based or
government centers. The government has eight
Transmissible Diseases Prevention and Treatment Centers
(CPTETs by their Spanish acronym) located at each of
districts/counties.
Ryan White provides funding for services to the eight CPTET
as well as to seven Consortia or Coordinating Agencies.
The Puerto Rico Ryan White Part B Quality Initiative
identified as a priority- achieving and sustaining effective
communication with consumers through this complex
system.

2010 Quality Objectives
By March 31, 2010, disseminate
information on the existence of a Quality
Improvement Initiative to at least 600
consumers receiving services paid by the
Ryan White Part B.

Lessons Learned
Information does not travel well within a
complex system.
Inform management but take actions to
insure responses at all levels of the
service model.
Monitoring funded organizations (your
organization’s departments or sections) is
critical to obtain feedback on
implementation.
Lessons Learned
Consumer participation at the planning
level provides feedback from experience.
Communication is a constantly moving
two way street. Feedback is not enough.
