Today a not for profit
member association
About…..

ScanBalt is a not for profit triple helix
association
 ScanBalt focus on Life Sciences and biotech
 ScanBalt is based on a ”bottom up” approach
 ScanBalt BioRegion is the name of the metaregion
Vision

ScanBalt promotes knowledge formation,
education and research, and knowledge
transfer to shape a world class, competitive
meta-bioregion, ScanBalt BioRegion, for the
benefit of the inhabitants.
 ScanBalt reinforces both goals related to
economical development and goals related to
human resources and environment.
 ScanBalt is a forum for discussion of the
impact of biotechnology on Society
ScanBalt Values





Sustainability
Equality
Ethics
Respect
Trust
”Brain drain”
”Brain circulation”
Objectives
ScanBalt is a tool for the members to:

Create visibility for ScanBalt BioRegion and members

Attract human resources and capital

Initiate and facilitate the creation of critical mass

Coordinate joint efforts in research, education and technology
transfer

Create a platform for collaboration between academia, hospitals,
public authorities, private companies and individuals

Create a platform for dialog and collaboration between networks

Create a platform for dialog with supra-national institutions

In the future - Focus on
Strategic collaborations e.g.

Baltic Development Forum
• Memorandum of understanding – Uffe Elleman-Jensen

Black Sea BioRegion
• Memorandum of understanding

Nordic Council (Per Unckel)
• Nordic Innovation Center – Kjetil Storvik, co-opted ExComember
• NordForsk
Looking back –
The Hanseatic League
In the late Middle Age, commerce
on the Baltic was dominated by
the Hanseatic League, which started
around 1160.
The 30- Years war accelerated
the decay of the Hansa
A Europe of regions

Europe consists of over 200 microregions
 To obtain critical mass some 5-10 microregions
are considered optimal
 Life sciences/biotech are in a most dynamic
phase and need clustering of resources and
competencies for global competition
 Life sciences/biotech may be used as a heaver
for a regional restructuring
ScanBalt History

1st Baltic Biotech Forum in Teterow, Germany
in 2001
 The network ScanBalt formed January 2002 at a
meeting in Copenhagen
 The independent not for profit association
ScanBalt established August 1 2004 in Turku

What ScanBalt is not!






Isolationistic
Limiting collaborations within the BioRegion
Another network competing with others
A top down organisation
Too large
An organisation with much talk and little action
What ScanBalt could do, which
cannot be done by individual networks

As a meta network ScanBalt can act
independently of national interests
 A meta network could be a portal into the region
and create visibility



external
internal
A meta network could be a portal into another
meta network
Centripetal forces





Common history, Hanseatic league
Identity, SB Competence region
Transport
Eastern countries developing, need for
partnering
Critical mass
Centrifugal forces






Lack of trust, values
Differences in BNP
Lack of realistic conception of critical mass and
importance of critical mass
Cultural differences, history
National nepotism
Local nepotism
From the perspective of
ScanBalt:

The Nordic collaboration, (Nordic Council),
Nordic Innovation Centre, NordForsk (NORFA)
have been powerful instruments for a position of
strength and a competitive edge within
European life sciences/biotechnology.
 ScanBalt is a new and realistic model to create
collaboration with eastern Europe and to
achieve additional critical mass.
