DEMOGRAPHIC CHANGE AND KNOWLEDGE DEVELOPMENT
How to further cooperate on …
demographic change and knowledge development
Macroregional strategies:
• Deemed as not necessary
• Microregional strategies should be elaborated as complementary policy documents
contributing to fulfilment of the objectives of the macroregional strategies
Funding:
• Obligatory development of the financially sustainable management of the outputs/results
already during project implementation is recommended
• Pre-funding schemes and lump sums should be introduced
• Higher limit for external expertise should be enabled
• Complementary funding options to SF should be identified (e.g. private investors)
Transfer of results:
• Activities related to transfer of results should form a mandatory part of the work plan
• “Pilot actions” should be better defined and their transferability obligatory
New topics:
• Stronger thematic focus should be devoted to shrinking regions and to initiation of activities
fostering their growth and development
• Actions towards retaining „brains“ in the regions should be intensified; however, measures
supporting „brain circulation“ within the targeted regions (mobility of the labour force) are
also considered as vital
Mainstreaming:
• Sensitising of relevant stakeholders via direct contacts and awareness raising events will
boost the mainstreaming potential of the results
