Peer Review What’s it all about? Peer Review Brief History • Local Government Context • Reviews have been running for over 12 years • Benchmark and methodology involved widespread consultation and piloting • Predates many of the inspection systems such as CPA, CAA etc Peer Review v Inspection • Peer approach defined as “critical friend” • Open and honest discussion along with open and honest feedback • View that you can’t hide things from your peers • Hold a mirror up to the organisation • BUT no league tables, scores, interventions + Peer Review Process Development Over Time • Attempts to be less time consuming for both reviewed and reviewer • More use of existing material and self assessment • Less emphasis on report and more on feedback The Children, Young People and Families VCS Peer Reviews – Based on the tried and tested formula But – Significantly tailored to VCS needs – Review format and Team make up And – This is the pilot phase – Testing and will adapt – Essential to gain ownership across the sector How a review works • Self Assessment Process • Draft self assessment is a key element of piloting How a review works • Peer Review Team agreed with review organisation • Piloting this model: – Chief Executive or Senior Officer (Team Leader) – Trustee – Partner Representative – Review Manager How a review works • Assessment based on: – Desk research – Interviews – Focus groups • Feedback, report, follow up Review Over Two Days Team meeting – gather initial thoughts etc Welcome meeting with VCS organisation Then series of meetings and workshops with: •Chief Exec •Trustees •User representatives •Partners •Staff including front line Review Continues • • • • Finance Lead Safeguarding Representative Etc, etc Points for team to download, share etc • Then on day two, team agree findings and feedback But it doesn’t end there….. And Finally…… • Have held two sessions to train peers • Another scheduled for 24 May in London • Seven organisations have already requested reviews • Many, many more in the pipeline • Huge potential for the sector…..
