These training materials are designed to highlight
important information regarding test administration
policies and procedures. Not all information from
the test administration manual is included in this
presentation, so it is imperative that district and
school staff read and familiarize themselves
with all information in the manual in addition to
using these training materials.

GRADE 8 FCAT 2.0 SCIENCE
• Escambia County will administer the Grade 8 Science
April 24, 2012.
• This must be a DISTRICT (not a school-by-school)
decision.
• Both 80-minute sessions of the Grade 8 FCAT 2.0
Science assessment must be administered in one day.

• Make-up testing may begin on Day 2 and
continue through Day 10, as applicable.
• All Grade 9 FCAT 2.0 Reading tests and paperbased Grade 10 FCAT 2.0 Reading tests must
be completed by Friday, April 20.
• All Grade 3 testing must be completed by
Tuesday, April 24.

Grade 6 FCAT 2.0 Reading
• Grade 6 FCAT 2.0 Reading is a computer-based test and will be
administered in two 70-minute sessions over two days.
• The FCAT 2.0 testing window is April 16 – 27. Districts may begin
scheduling Grade 6 FCAT 2.0 Reading sessions on Day 2 and may
schedule sessions each day for the remainder of the testing window,
if needed.
• Paper-based tests (accommodations only) should be administered
on Day 2 and Day 3 of the testing window, with make-up testing
administered through Day 10, as needed.

Grade 10 FCAT 2.0 Reading
• Grade 10 FCAT 2.0 Reading is a computer-based test and will be
administered in two 70-minute sessions over two days.
• The FCAT 2.0 testing window is April 16 – 27. Districts may begin
scheduling Grade 10 FCAT 2.0 Reading CBT sessions on Day 1
and may schedule sessions each day through Day 10, if needed.
• Paper-based tests (accommodations only) should be administered
on Day 1 and Day 2 of the testing window, with make-up testing
administered through Day 5, as needed.

FCAT 2.0 Reading Retake
• FCAT 2.0 Reading Retake is a computer-based test. CBT sessions
may be scheduled during the entire Retake window (April 9 – April
20).
• The FCAT 2.0 Reading Retake is administered in two sessions
over two days. Students may have up to half the length of a
typical school day to complete each session. (180 minutes)
• Paper‐based FCAT 2.0 Reading Retakes (accommodations only)
will be April 9 (session 1) and April 10 (session 2). All makeup
testing must be completed by April 13.

FCAT Mathematics Retake
• FCAT Mathematics is a computer-based test. The CBT test date will
be April 11 with makeup testing Apr. 12 – 20.
• Students may have up to the length of a typical school day to
complete the test but must complete the test in one day.
• Paper‐based FCAT Math Retakes (accommodations only) will be
April 11. All makeup testing must be completed by April 13.

STUDENT PLEDGE – FCAT Writing
• Prior to testing, students are required to read and sign a
student pledge.
• If a student refuses to sign, this must be noted in the
record of required administration information, but the
student should be allowed to test. (This has been
updated since the manual was finalized in Fall 2011)
• The Student Pledge is located on the back page of the
student planning sheet.

Test Group Codes – FCAT Writing
• Writing folders do not contain a field for a test
group code; however, test group codes must still
be used to identify groups of students tested
together.
• Test group codes must be recorded with
required administration information on
Administration Record/Security Checklists as
well as on seating charts.

FCAT Writing Folders
• The writing prompt is included in the Writing folders, as it had been
in years prior to the Spring 2011 FCAT Writing administration.
• Writing folders include security numbers to assist in the tracking of
these secure documents.
• School assessment coordinators and test administrators must
maintain records of required administration information that include
the security numbers of Writing folders assigned to them.
• A security number consists of a nine-digit number followed by a
check digit (located in upper right corner of Writing folders).

SEATING CHARTS –ALL TESTS
• Test administrators are required to maintain an accurate
seating chart for each group of students in their rooms
during testing.
• All seating charts must indicate the front and back of the
room, as well as the direction the students are facing.
• If students are moved to a different location during
testing, a new seating chart must be created and
maintained for this location.

TEST ADMINISTRATORS
• ALL test administrators must be certified educators.
• Test administrators are required to sign a Test Administrator
Prohibited Activities Agreement in addition to a Security Agreement.
Certification numbers must be recorded on this document.
• The FCAT/FCAT 2.0 Administration and Security Agreement has
been revised to emphasize the importance of proper training and the
possible consequences of test administration irregularities.
– NOTE: Printed Spring RMS Manuals contain an incorrect version
of the agreement in Appendix C. Copies of the correct version
will be sent with manual shipments. The manual posted to
PearsonAccess contains the correct version, and the correct
agreement is also posted as a separate PDF. Please ensure the
correct agreement is distributed to appropriate staff. The CBT
manual contains the correct agreement.

• Districts must make arrangements to test Florida Virtual
School (FLVS) Full-Time public school students, as well
as other virtual program students, per Section
1002.45(6)b, Florida Statutes (F.S.).
• Materials for K–8 Virtual Continuity (Florida Virtual
Academy) Program students will no longer be returned in
separate envelopes. Schools will fill out a Document
Count Form for these students and return them as they
would other special program students.
• Sessions for all two-session subject tests are now
referred to as Sessions 1 and 2.

• Each large print test materials kit contains a regular print
answer document.
– School/district personnel are responsible for preparing the grid
sheet of the regular print answer document and returning it
with the large print test materials.
– The student’s responses will be transcribed into the regular print
document by the contractor.
• Braille test books have been divided into separate
volumes.
– The braille tests for Grades 3–10 FCAT 2.0 Reading, Grades 3–
8 FCAT 2.0 Mathematics, Grades 5 and 8 FCAT 2.0 Science,
and FCAT 2.0 Reading Retake include separate volumes for
Session 1 and Session 2.
– The braille tests for FCAT Reading Retake and FCAT

• Inappropriate actions by school or district personnel before,
during, or after test administration may result in consequences
such as test invalidations and/or loss of teaching certification.
• District assessment coordinators must ensure that all school
administrators, school assessment coordinators, test administrators,
and proctors receive adequate training prior to test administration.
• All personnel involved in test administration must read and sign an
FCAT/FCAT 2.0 Administration and Security Agreement (corrected
version provided online and in manual shipments).
• Test administrators must sign a Test Administrator Prohibited
Activities Agreement, also provided in Appendix C.

Reminders
• Students may not have any electronic or recording
devices including, but not limited to, cell phones and
smart phones, at their desks, in their pockets, or
anywhere they can reach them during testing, even if the
devices are turned off or the students do not use them.
• If a student is found to be in possession of ANY
electronic device(s) during testing, his or her test must
be invalidated in order to successfully enforce this policy.
Students and parents must be made aware of this policy
prior to testing.

Reminders
• If a student begins a session and leaves campus without
finishing (due to an appointment, illness, etc.), he or she
will NOT be allowed to complete that session.
• No exceptions will be made once the student leaves
the school’s campus, so parents and students must
be made aware of this policy.
• If you have concerns about a student, you should not
allow the student to begin. Instead, arrange to administer
the test to that student on a make-up day.

Reminders
• Test administrators are required to use ALL of the allotted
time for the Writing tests and should not end a test early or
collect test materials prior to the end of the allotted time.
• Test administrators must NOT administer the FCAT to
their family members. Students related to their assigned
test administrator should be reassigned to an alternate
test administrator.
• Administration manuals must be provided to itinerant
teachers in time for them to prepare adequately for the
test. These teachers must also be included in test
administrator training.

• A student with the accommodation of extra time
must complete one session before continuing to
the next session.
• Test administrators are required to use ALL of
the allotted time in each session and should not
end a session early.
• FCAT 2.0 Rulers for Session 2 only of Grades

FCAT Writing
• In general, all Florida public school students enrolled in
the tested grade levels (Grades 4, 8, and 10) participate
in FCAT Writing, per s. 1008.22(3)(c)8, F.S. Students
must take the appropriate test for the grade level in
which they are enrolled.
• All Grades 4, 8, and 10 students, including retained
students, are required to participate in FCAT Writing.
Special documents (large print and braille) are available
for the Spring FCAT Writing Test, and administration
accommodations may be provided to eligible students
with IEPs, Section 504 plans, or ELL plans.

English Language Learners (ELLs)
• Per the Department’s Office of Student
Achievement through Language Acquisition, all
ELLs are expected to participate in statewide
assessments.
• All ELLs are expected to participate in the FCAT
2.0 Mathematics and Science tests no matter how
long these students have been receiving services.

Students to be Tested
English Language Learners (ELLs)
• If an ELL has been receiving services in an English for
Speakers of Other Languages (ESOL) program operated in
accordance with an approved ELL plan for one year or less
AND a majority of the student’s ELL committee determines
that it is appropriate, the ELL may be exempt from this
FCAT 2.0 Reading administration.
• Exempt ELLs must participate in the English
proficiency assessment or they will be counted as “not
assessed” and this will impact the participation rate
calculation.

Students With Disabilities
• All students with disabilities participate in the statewide
assessment program by taking one of the following:
– FCAT/FCAT 2.0 without accommodations,
– FCAT/FCAT 2.0 with accommodations, or
– Florida Alternate Assessment.
• All determinations regarding participation in the statewide
assessment program must be documented in the student’s
IEP or Section 504 plan.
• See Appendix A of the Writing or RMS manual for
information regarding accommodations.

Labels
• School personnel must adhere to the following policies as
they prepare student materials:
– Only the school assessment coordinator and school personnel
designated by the building/site administrator may open the shrinkwrapped packages and affix labels. Secure books must not be
opened.
– Do not use student labels from previous administrations.
– Students are not permitted to assist in preparing secure
materials before testing or in organizing and returning
materials after testing.
– All secure materials must be returned to locked storage and remain
there until testing.
