ICZM – what does it mean ?

ICZM is a process, the objective of which is to ensure sustainable development
in the coastal zone

Realises the concept of sustainable development for the people – it is not just
an environmental issue (Director of UNCSD „Sustainable development is not
about environment, it is about people having something to eat and live”)

Concerns the coastal zone (sea and land) – area of special chances and dangers

Normal management process, but better because:
- it’s holistic (integration of sectors, time and spatial scales, decision-makers)
- it includes public participation, not just consultation

No additional/new administrative structures needed

Needs an approved vision – at least framework policy – for the coastal zone

Needs a fitting legal framework

Needs the best possible monitoring and information flow
Sustainable development of the CZ cannot be realised without deep involvement
of the State

Fairly good legal basis not only for the land area, but also for the sea – probably
better than in most Member States:

The coastal belt institution,

For land - system of spatial planning with one of the longest in Europe
traditions

For the sea – spatial planning of all sea areas of Poland is required by law




Act of Parliament on the realisation of a long-term programme (in fact policy)
of coastal protection
Competence of maritime administration includes the whole range of sea area
management and co-deciding on management of the coastal belt
Many aspects of the CZ are monitored (though not enough and often
unsatisfactorily)
A central co-ordinator is established
Present state – main weaknesses

Public participation (mechanisms, constructive representations)

Incompatibility of various monitorings

Lack of good, understandable information

„Impenetrability” of the coastline

Steps
1) Defining social and economical chances and dangers (why and
which coastal areas are important/unimportant?) and defining the
priorities of national and regional policy.
2) Draft long-term national policy(ies) for the land and sea part of the
CZ (Green Paper).
3) Public discussion and verification of the draft policies and adoption
of a policy for the whole CZ.
4) Accordingly to needs – improvement of law.
5) National action plan and sectoral and local action plans.
End of first cycle not before 2007.
Vision basic conditions for development

Fundamental change in the viewpoint on port function – not as cargo
handling locations but as centres generating, correspondingly to scale,
the economical and social development of municipality, region, nation.

Change in the viewpoint on sea area function – not just as an area
realising transportation, fishing and ecological functions but also as an
area of future, as a rule very modern, kinds of economical activity, in
which space becomes as valuable as on land.

Ensuring a proper state of safety and environment.
Broad outline of national ICZM strategy
At first approach about 20 fields of action have been identified concerning, int
alia:

Improvement of law and procedures to attain public participation in planning
and decision-making processes.

Improvement of (spatial) planning system especially with respect to the sea
area; making the coastline „transparent”; ensuring responsible space
management by all sectors – including environmental authorities.

Improvement of regulations concerning port management.

Tourism, recreation, health resorts.

Coastal safety.

Monitoring, research, information flow
Some important questions

What are the land-sea interactions (not just physical/climatic issues but
also economical, social, health, etc.)?
How can we attain public participation?

Spatial planning on the coast


Agreement between municipality, maritime administration (within the coastal
belt), other authorities (environmental, sanitary, heritage, national defence
etc.) and stakeholders/public
Safety and risk management related issues/solutions, taking into account SLR
- standards of safety of hinterland
- risk of storm flooding
- risk of flooding by increased groundwater levels due to SLR & storm surges
- lines of safe investment (especially on cliff coasts)
- space for coastal protection systems
- approaches to beach

Other issues, e.g.
- height of hydrotechnic structures (or additional bearing strength) to provide
for predicted SLR
- location of ports, havens, landing places – also a safety related problem
- interference with navigation aids
- etc., etc.
