Introduction
The USPF has developed its Strategic Management Plan 2013 – 2017 and the targets in this presentation are as end of 2015.
• The targets have not taken into consideration other projects that would be implemented using the bottom-up approach.
Accelerated Mobile Phone Expansion

Description
This programme involves granting of subsidies for the deployment of Base Transceiver Stations (BTS) and other passive infrastructure in underserved and un-served communities in Nigeria. This infrastructure will be expected to support the extension of voice services to un-served and underserved areas • • •
Target
The target for the AMPE Programme by 2015 is to have 60% coverage of all Local Government Wards in Nigeria that has no voice coverage.
The expected outcome is increase in telephony and internet penetration It is expected that by end of 2017, there will be a 100% voice coverage in Nigeria
Backbone Transmission Network

Description
This programme will provide incentives to industry operators to build out the optic fibre cable network from major cities/towns where they currently exist to surrounding communities which have been classified as unserved especially in terms of internet infrastructure
Target
• • 35% of identified target areas connected to the fibre networks The expected outcome of this programme is to increase/improve access to the Internet.
Community Communication Centre (CCC)
Description
• The USPF will partner with local entrepreneurs and community-based organisations to promote an ICT enabled Community Centre.
• Each CCC will extend: Voice Internet ICT training and other services to unserved communities on shared basis

• • • At least one CCC established in 35% of defined target area At least 40% of the population in the community utilise the CCC The expected outcome is bridging the digital divide and improve adoption/utilisation of ICT services therefore stimulating social and economic development in the community as well as create a knowledge-based society

Description
Schools Access Project (SAP)
Target
• This project will provide ICT hardware, internet access and relevant content and/or applications to public secondary schools The teachers will also be trained in the use of ICT as a teaching aid • 300 schools provided with ICT tools and connectivity each year.
Improvement in the pass rate of the schools by at least 20%
Tertiary Institution Access Project (TiAP)

Description
The project is aimed at encouraging the use of the internet in teaching, research and learning through the provision of internet access to Tertiary Institutions at a subsidised cost • •
Target
At least 40% of all subjects taught through the use of ICT tools 20% increase in examination pass rate amongst students who are direct beneficiaries of the project
Rural Broadband Initiative (RUBI)

Description
This programme will result in the provision of Internet services and applications that would support socio economic activities in the unserved and underserved communities.

Target
60% of identified target areas will be provided with internet services 100% of all USPF supported projects will be provided with bandwidth The initiative is to facilitate the rapid take up other applications and services centred on the internet in the locations e.g. e commerce, e-library, e health, e-government etc.
E-Health
Description
• • The USPF will partner with the Federal Ministry of Health in providing connectivity to Hospitals.
The project is the deployment of ICT tools in Federal Government hospitals to overcome the challenges facing the healthcare sector.

Target
74 institutions (2 per state i.e. One Teaching Hospital and One General Hospital) will benefit from the project.
The expected outcome is increase in healthcare delivery
E-Library

Description
The E-library Project is to create a platform to connect the existing libraries in the country to enable the sharing of information and other resources as well as connect to other libraries outside the country. • •
Target
74 Libraries will benefit from this project The expected outcome is the improvement in quality of research and enhance knowledge economy
Local Content Initiative

Description
The USPF will provide subsidies/grants to promote the development of local content ICT applications • •
Target
At least two local content application developed annually The expected outcome is to promote indigenous digital innovations and entrepreneurship
E-Accessibility

Description
Provision of ICT to Institutions/Groups of Persons Living with Disabilities (PLWA)to enhance their digital Lifestyle.
This project is to ensure that all Nigerians have access to ICT (total inclusions) • •
Target
60% of institutions and groups of PLWD The expected outcome is the empowerment of PLWD as well as achieve ICT inclusion

CONCLUSION
The USPF can make a difference through the development of effective and innovative universal access, universal service & universal coverage programmes for Nigeria Therefore the mandate of the USPF, which is to facilitate the widespread availability and usage of network services and application services throughout Nigeria is achievable
