Thoroughly instill of safety culture 3 Enhancement of Nuclear Regulatory Administration in Japan 1. The “Nuclear Safety and Security Agency (NSSA)” will be created under Ministry of Environment. 2. NSSA to be in charge of safety regulations on the use of reactors and nuclear fuel materials, nuclear security, and lead functions in monitoring 3.
