The components in this objective include:
 Integration of the prevention and control of NCD in to
the national health development plan
 Development of a national multisectoral framework
for prevention and control of NCD
 Reorientation and strengthening of health systems

 The elements in this objective for Member States include:
 Establish or strengthen national policies/ plans
 Conduct an assessment of the NCD burden and impact
 Review and strengthen evidence based legislation/policies
 Establish a surveillance and monitoring system
 Reorient health systems
 Incorporate primary/secondary prevention into health
systems/PHC
 Establish standards of care for NCDs
 Integrate NCD management into PHC
 Establish mechanisms for early detection and screening
 Build human resources capacity for all activities related to NCD
Objective 2: Establish national policies
and plans
 The elements in this objective for the Secretariat include :
 Develop national policy frameworks and provide technical support
 Recommend successful approaches for intersectoral action
 Provide technical guidance for integration of cost effective
interventions into health systems
 Expand the technical capacity of WHO regional and country offices
 Develop norms, guidelines and update diagnostic criteria and
classifications
 Provide technical guidance for integrating prevention and
management of NCD into primary health care
 Strengthen opportunities for training and capacity building in public
health aspects of NCD in collaboration with international partners
Objective 2: Establish national policies
and plans
 The elements in this objective for international partners include :
 Support the development and strengthening of International ,
regional and national networks and partnerships to support
countries in mobilizing resources, building effective national
programmes and strengthening health systems
 Support implementation of intervention projects, exchange of
experiences, international and regional capacity building
programmes

Document an/ evaluate current situation with respect
to the provision of care for major NCD
- Identify barriers to access and affordability
diagnostic technologies and medicines
- Assess quality of care and utilization of effective
interventions for the treatment of chronic diseases
- Document other activities coordinated by WHO and
other major international agencies that are relevant
