EPCRA Emergency Planning and Community Right-toKnow Act (EPCRA) in 1986. Also known as Title III of the Superfund Amendments and Reauthorization Act (SARA). SARA Title III Section 301-303 established requirement a State Emergency Response Commission (SERC). VIRGIN ISLANDS EMERGENCY RESPONSE STRUCTURE UNDER EPCRA Executive Order No. 302-1987 Established the VI SERC known as Virgin Islands Environmental Emergency Response Commission (VIEERC) Established LEPCs in two Districts St. Croix District, and St.Thomas/St.John/Water Island District LEPC Districts St. Croix District High priority due to number of large industries with large concentration of chemical pollutants Active and functioning Committed core, expanding to include more sectors Meets 2nd Tuesday of the Month St. Thomas/St. John/Water Island District yet to be established Our Role Form a partnership with local government agencies, hazmat responders, and industry To enhance prevention and preparedness; response and recovery; planning and exercising; and training. Our Responsibilities Review local emergency plans Make MSDS and Tier II information available to the general public Identify facility representatives involved in emergency planning Be informed about potential and actual chemical releases Obtain follow up emergency response information as soon as practical after a release Membership Elected officials Emergency Medical Personnel Fire Service Health Officials Law Enforcement Environmental Agency Environmental Groups Owners and operators of covered facilities, and Broadcast/Media familiar with factors that affect public safety, the environment, and the economy of the community. 2011 Strategic Goals GOALS OBJECTIVES GENERAL All Hazards approach to Assess, plan and train Emergency for all hazards Management response.
