What is the Monroe County
Senior Citizen Millage?
The Senior Citizen Millage is a 1/2 mill levy placed
on property within Monroe County to provide
services to Monroe County residents
age 60 and over.
The owner of a home with a taxable value of
$50,000 pays $25 a year.
What is The Monroe County
Commission on Aging (COA)?
The COA is a group of nine individuals, appointed by the Monroe
County Board of Commissioners, to make recommendations for
the distribution of the funding collected by the millage.
Each County Commissioner appoints one COA Commissioner
from their district.
The COA is also a department within the County of Monroe. The
staff handles the day to day business of the COA.

The Monroe County Commission on Aging is charged with
recommending the prudent spending of public dollars to
promote the health, dignity and independence of Monroe
County residents sixty years of age and older.
Vision Statement
The Monroe County Commission on Aging will strive to
provide services to positively impact the quality of life for all
residents of Monroe County sixty years of age and older.
How long has the COA and
Senior Millage been around?
The COA has been around since 1973, when the County
Commissioners created the COA to help them make
decisions regarding funding for senior citizen services.
At that time, the funding for senior services came directly
from the County budget.
The millage was passed in 1980.
How much money does the
millage generate?
This year it is expected to generate
about $2.7 million.
In the past, it has been as high as $3.3 million.
The Monroe County Commission on
Aging serves as a funding source for
programs that provide services to
Monroe County senior residents.
28 Programs are offered by
19 providers.
The Area Agency on Aging 1-B (AAA 1-B) provides unbiased information
on local services and resources for older adults, adults with disabilities and
family caregivers, has programs to help older adults remain living in the
community, and can assist with understanding Medicare benefits.
In 2012, the AAA 1-B provided 29,621 hours of personal care, home care
and respite to 163 seniors in Monroe County.

Adult Day Service Program
Frenchtown Friendship Club
The Frenchtown Friendship Club is an Adult Day Service Program, located at the
Frenchtown Senior Citizens Center, that offers professional supervision as well as
planned activities for the elderly with cognitive impairment. Their goal is to provide
a positive, happy environment where the elderly can feel needed and useful.
While the Frenchtown Friendship Club is not meant to be a substitute for the
family or caregiver, it works to supplement the care received at home while giving
the family or caregiver a relief for work, errands or respite care knowing their loved
one is well cared for professionally run, well-planned and supervised environment.
In 2012, the Frenchtown Friendship Club Adult Day Service Program provided
12,317 adult day service hours to 32 area seniors.

The Adult Day Center at the Alzheimer's Association, Northwest Ohio Chapter, provides respite care for those
affected by Alzheimer's disease or a related memory loss disorder. Activities planned in the social atmosphere of the
Day Center stimulate the mind and spirit, bringing joy and satisfaction to the life of your family member, while
providing respite for you in your role as a caregiver.
What does the Adult Day Center provide?
The Adult Day Center at the Alzheimer’s Association, Northwest Ohio Chapter, provides respite care for those
affected by Alzheimer’s disease or a related memory loss disorder.
Planned Activities
Enriching activities planned in the social atmosphere of the Adult Day Center stimulate the mind, body, and spirit,
bringing joy and satisfaction to the life of an individual with Alzheimer’s disease.
Services
A variety of services are provided at the Day Center, including:
Assistance with personal needs
Group and individualized activities
Intergenerational programs
Lunch and snacks
Medication reminders
Music therapy
Physical/exercise programs
Qualified/compassionate staff
Secure and supportive atmosphere
Therapeutic art programs

Deaf & Hearing Impaired Services, Inc. is committed to
providing the highest quality of comprehensive services for
deaf and hard of hearing older adults while promoting their
independence and dignity through cooperative efforts with
other community-based service providers and educational
entities.
In 2012, Deaf & Hearing Impaired Services provided 1,288
counseling and interpretation hours for 127 deaf and hard of
hearing seniors.
Monroe County Health Department
Diabetic Education
The Monroe County Health Department offers, to seniors 60 years of
age or older, many options regarding diabetic education and access to
group or individual counseling to manage their disease and
complications related to diabetes.
In 2012, Monroe County Health Department provided 473 diabetic
education hours to 265 seniors in Monroe County.
Monroe County Opportunity Program
Utility Assistance & Un-Met Needs Program
When funding is available, MCOP offers assistance with electric, gas
and deliverable fuels such as propane.
Each utility has its own income limitations.
In 2012, the Utility Assistance Program provided $13,136 worth of
assistance to 27 seniors and
the Un-Met Emergency Needs Program provided
$8,140 worth of items for seniors.

Home Care
The Home Care Department assists Monroe County seniors and disabled
residents with daily tasks such as:
•Homemaking
•Personal Care
•Shopping
•Meal Planning and Preparation
•Respite Care is also available for caregivers
In 2012, MCOP Home Care Program provided
3,407 in-home care hours for 55 seniors with COA funds.

Home Chore
The Home Chore Program assists Monroe County seniors aged sixty and over
with maintenance tasks that include:
•Lawn Mowing
•Cleaning Gutters
•Minor Carpentry
•Snow Removal
•Minor Electrical and Plumbing Repairs
•Installation of Storm Windows
•Installation of Air Conditioners
In 2012, the Home Chore Program provided 4,145 hours
of chore service for 314 seniors in Monroe County.

Home Injury Control
The Home Injury Control Program includes:
•Bathroom Chairs and Grab Bars
•Bathtub Rails
•Toilet Seat Risers and Rails
•Smoke Alarms
•Hand-Held Showers
•Safe Lighting
•Non-Skid Surfacing
In 2012, the Home Injury Control Program provided $4,910 for assistive
safety devises to 71 Monroe County seniors.
Monroe County Opportunity Program
Resource Advocacy Program
The Resource Advocacy Program identifies older adults in need of
community services and acts as their advocates to assist these individuals
to find resources that meet their needs.
In 2012, The Resource Advocacy Program provided 8,479 counseling and
assistance hours for 832 seniors.

Food Assistance Program
The Food Assistance Program offers food to
low-income seniors over sixty years of age.
In 2012, the Food Assistance Program
provided 112,966 food items for 571 seniors in Monroe County.
Monroe County Opportunity Program
Specialized Transportation Program
The Specialized Transportation Department provides reliable transportation to
non-emergency medical appointments and treatments for senior Monroe County
residents. Many of the transportation vans are equipped with wheelchair lifts with
seating for 6-10 passengers. The program operates Monday through Friday with
morning and afternoon shifts.
In 2012, The Monroe County Opportunity Program Specialized Transportation
Department provided 5,476 one-way trips for 182 seniors.
Monroe County
Senior Legal Services
Monroe County Senior Legal Services provides legal
assistance to residents of Monroe County who are sixty years
of age and older. Services are provided at their local office
and through outreach sites around the county, including
senior centers, nutrition sites, and nursing homes.
In 2012, Monroe County Senior Legal Services provided
2,900 legal service hours for 972 seniors in Monroe County.
Self & Family
Behavioral Healthcare
Self & Family Behavioral Healthcare program provides counseling and mental
health services to seniors of Monroe County.
In 2012, Self & Family Behavioral Healthcare provided 297 counseling
hours to 27 seniors.
Living Independence for Everyone (LIFE)
LIFE is a nutritional program in Monroe County that provides congregate and
home delivered nutritional meals for older persons to help them live as
independently as possible.
In 2012, LIFE provided 212,386 congregate and home delivered hot nutritional
meals for 1,901 seniors in Monroe County.
The Health Van
SERVICES PROVIDED
The Health Van provides door to door service for Monroe County seniors going to any nonemergency appointments. Transportation is scheduled by appointment only and 72 hours
advance notice is requested. All vans are wheelchair accessible. Transportation service can
be scheduled morning through evening hours, 7 days a week
SERVICE AREA
The Health Van transports Monroe County seniors only. Our transportation coverage area
includes all of Monroe County, and surrounding areas, including: Toledo, Sylvania, Maumee,
Perrysburg and Oregon. Transportation is also available to Ann Arbor, Ypsilanti & Detroit
areas.
SCHEDULING
Scheduling for transportation is on a first call basis. The Health Van needs the following
information to schedule service: Name, Phone Number, Address, Date of Birth, Doctor’s
Name, Doctor’s Address, Date & Time of Appointment, Need for Special Assistance.
In 2012, the Health Van provided 3,304 one-way trips for 109 Monroe County seniors.

extra mile to provide you with safe and comfortable transportation wherever life takes you.
Lake Erie Transit offers Essential Transportation Services (ETS).
ETS is a door-to-door service for Monroe County senior citizens.

17,099 one-way trips around town for 565 seniors.
Faith in Action for Monroe County
Faith in Action for Monroe County provides services to frail/elderly persons based on the
availability of volunteers in your area at the time you need help:
•Transportation for medical appointments and important errands
•Help with minor chores and repairs
•Help with light housekeeping
•Help with shopping, such as picking up prescriptions
•Friendly telephone calls
•Friendly visitors for those who are homebound or alone
•Supportive phone calls
•Respite care/relief breaks for family members who are caring full-time for a loved one
In 2012, Faith in Action volunteers drove over 8,400 miles transporting low income seniors to
medical appointments and provided 1,508 hours of service for 46 seniors with the support of
Commission on Aging funds.
Retired & Senior Volunteer Program
(RSVP of Monroe County)
RSVP provides volunteers in non-profit stations throughout Monroe County. Seniors, 55 and better,
contribute their time and talent to various sites, including but not limited to: Resale Shops, the
Monroe County Courthouse, God Works! dinners, local Health Checks, food pantries and various
schools and churches. RSVP can help you make volunteering a more meaningful experience by
offering you information, support and guidance.
In 2012, RSVP provided 60,800 hours of volunteer time from 353 seniors.

The Dundee Area Senior Citizens Center is a multi-purpose enterprise.
The Center strives to meet the varying needs of all people 55 years of
age and older. It promotes a fulfilling and independent quality of life for
those who enjoy associating with others, and the homebound who are an
important segment of the Center. It is dedicated to do all that is possible
to encourage everyone to have happy, interesting and productive lives.
In 2012, the Dundee Area Senior Citizens Center provided 27,431 hours
of service for 345 area seniors.

Milan Seniors for Healthy Living
Transportation
Anyone fifty years of age or older, living within the 48160 zip code can be
picked up from their home and brought to the Milan Senior Center and/or
anywhere they would like to go (within a 20 mile radius of Milan) for a nominal
fare. This door-to-door service is available on Monday, Wednesday and
Thursday from 9:00am until 2:00pm and can be scheduled, with at least 24
business hours advance notice, by calling 734-508-6229.
