What is the Monroe County
Senior Citizen Millage?
The Senior Citizen Millage
is a ½ mill levy placed on property
within Monroe County to provide services
to Monroe County residents age 60 and over.
The owner of a home
with a taxable value of $50,000
pays $25 a year.
What is the Monroe County
Commission On Aging (COA)?
The COA is a group of nine individuals,
appointed by the Monroe County Board of
Commissioners, to make recommendations for the
distribution of the funding collected by the millage.
Each County Commissioner appoints
one COA Commissioner from their district.
The COA is also a department within
the County of Monroe.
The staff handles the day to day
business of the COA.

County residents sixty years of age and older.

The Commission on Aging has been around since
1973, when the County Commissioners created the COA
to help them make decisions regarding funding for senior
citizen services. At that time, the funding for senior
services came directly from the County budget.
The Senior Millage
was Passed in 1980
How much money
does the Millage generate?
This year
it is expected to generate
about $2.7 million.
In the past,
it has been as high as
$3.15 million.

The Monroe County Commission on Aging
serves as a funding source for programs that
provide services to Monroe County senior
residents.
The Area Agency on Aging 1-B (AAA 1-B)
provides unbiased information on local
services and resources for older adults,
adults with disabilities and family caregivers,
has programs to help older adults remain
living in the community, and can assist with
understanding Medicare benefits.
In 2014, the AAA 1-B provided 12,459 hours of personal care,
home care and respite to 127 seniors in Monroe County.

Adult Day Service Program
Frenchtown Friendship Club
The Frenchtown Friendship Club is an Adult Day Service Program, located at
the Frenchtown Senior Citizens Center, that offers professional supervision as well
as planned activities for the elderly with cognitive impairment. Their goal is to
provide a positive, happy environment where the elderly can feel needed and
useful.
While the Frenchtown Friendship Club is not meant to be a substitute for the family
or caregiver, it works to supplement the care received at home while giving the
family or caregiver a relief for work, errands or respite care knowing their loved one
is well cared for in a professionally run, well-planned and supervised environment.
In 2014, the Frenchtown Friendship Club Adult Day Service Program
provided 8,366 adult day service hours to 25 area seniors.

The Adult Day Center at the Alzheimer's Association, Northwest Ohio
Chapter, provides respite care for those affected by Alzheimer's disease or a
related memory loss disorder.
Activities planned in the social atmosphere of the Day Center stimulate the mind
and spirit, bringing joy and satisfaction to the life of your family member, while
providing respite for you in your role as a caregiver.
In 2014, the Adult Day Center at the Alzheimer’s Association, Northwest Ohio
Chapter provided 125.50 adult day service hours to 3 area seniors.

Opportunity Program
Utility Assistance & Un-Met Needs Program
When funding is available, MCOP offers assistance with electric, gas
and deliverable fuels such as propane. Each program has its own
income limitations.
In 2014,
the Utility Assistance Program
provided $14,616 worth of assistance to 35 seniors.
&
the Un-Met Emergency Needs Program
provided $6,500 worth of items to 16 seniors.

The Home Care Department assists Monroe County seniors and disabled
residents with daily tasks such as:

Respite Care is also available for caregivers
In 2014, MCOP Home Care Program
provided 3,498 in-home care hours for 100 seniors with COA funds.

The Home Chore Program assists Monroe County seniors aged
sixty and over with maintenance tasks that include:

In 2014, the Home Chore Program provided 3,404 hours
of chore service for 291 seniors in Monroe County.

In 2014, the Home Injury Control Program
provided $4,910 for assistive safety devises to 22 Monroe County seniors.

Resource Advocacy Program
The Resource Advocacy Program identifies older
adults in need of community services and acts as their
advocates to assist these individuals to find resources
that meet their needs.
In 2014, the Resource Advocacy Program
provided 7,565 counseling and assistance hours for 1,263 seniors.

The Food Assistance Program offers food to
low-income seniors over sixty years of age in
our community.
In the United States, 1 in 6
In 2014,
the Food Assistance Program provided 127,946
pounds of food for 856 seniors in Monroe County.

Specialized Transportation Program
The Specialized Transportation Department
provides reliable transportation to non-emergency
medical appointments and treatments for senior Monroe
County residents. Many of the vans are equipped with
wheelchair lifts with seating for 6-10 passengers.
The program operates Monday through Friday
with morning and afternoon shifts.
In 2014, The Monroe County Opportunity Program Specialized
Transportation Department provided 7,864 one-way trips for 367 seniors.
Monroe County Senior Legal Services provides legal assistance to
residents of Monroe County who are sixty years of age and older. Services
are provided at their local office and through outreach sites around the
county, including senior centers, nutrition sites, and nursing homes.
In 2014,
Monroe County Senior Legal Services
provided 2,917 legal service hours
for 940 seniors in Monroe County.
Self and Family
Behavioral Healthcare
Self & Family Behavioral Healthcare
program provides counseling and mental
health services to seniors of Monroe County.
In 2014,
Self & Family Behavioral Healthcare
provided 148 counseling hours to 11 seniors.
Living Independence for Everyone is a nutritional program in Monroe
County that provides congregate and home delivered nutritional meals
for older persons to help them live as independently as possible.
In 2014,
Living Independence for Everyone
provided 104,770.68 congregate meals
&
home delivered hot nutritional meals
for 1,037 seniors in Monroe County.
The
Health Van
The Health Van provides door-to-door service for Monroe County senior
residents going to any non-emergency medical appointment and services are
scheduled by appointment only on a first call basis with a two-week advance
notice preferred.
Our transportation coverage area includes all of Monroe County, and surrounding
areas. We also transport into Ohio to Toledo, Maumee, Oregon, and Perrysburg.
All vans are wheelchair accessible and transportation can be scheduled morning
through evening hours, 7 days a week providing drives are available.

The Health Van provided 2,271 one-way trips
for 84 Monroe County seniors
Lake Erie Transit offers a variety of fast and easily accessible transportation services for
Monroe County residents. With 8 Fixed Routes, Frenchtown, and Bedford Dial-A-Ride
services, ADA and Essential Transportation Services, Lake Erie Transit is driven to provide
everyone in our community with the highest level of service.
Essential Transportation Services is a door-to-door service for Monroe County Senior
Citizens and those with disabilities in the Monroe County area who meet one or more of the
following criteria:
• You are 60 years or older
• You are wheelchair restricted
• You are unable to go up or down
a flight of stairs without assistance
• You have great difficulty
walking without a cane or walker.
• You have an emotional impairment recognized by a state or federal agency
In 2014, Lake Erie Transit ETS provided
17,664 one-way trips around town for 609 seniors.

The Bedford Senior Community Center is a multi-purpose center that serves the
Bedford Township area providing congregate and home delivered meals, activities,

The Dundee Area Senior Citizens Center strives to meet the varying needs of all
people 55 years of age and older. It promotes a fulfilling and independent quality of
life for those who enjoy associating with others, and the homebound who are an
important segment of the Center. It is dedicated to do all that is possible to
encourage everyone to have happy, interesting and productive lives.
The Dundee Area Senior Citizens Center is conveniently located to meet the
physical, social, legal, emotional, and nutritional needs of seniors in Dundee
and surrounding areas Monday through Friday from 8:00 a.m. to 3:00 p.m.
In 2014, the Dundee Area Senior Citizens Center
provided 27,065 hours of service for 565 area seniors.

welcomes anyone 55 years & older and known for its warmth and friendship. The
Center hosts and plans programs that encourage the older adult to socialize and
participate in activities designed to assist them to live more independent and inter
dependent lives.

The Milan Seniors for Healthy Living Transportation offers transportation to
anyone 50 years of age, living within the 48160 zip code. Riders can be picked up
from their home and brought to the Milan Senior Center and/or anywhere they
would like to go (within a 20 mile radius of Milan) for a nominal fare.
This need-responsive, door-to-door service is available Monday through Friday from
8:00 a.m. until 3:00 p.m. and can be scheduled, with at least one business day
advance notice, by calling 734-508-6229.
In 2014,

provided 642 one-way trips for 40 Monroe County seniors.

The Retired Senior Volunteer Program of Monroe County is a program and service
offered under the Monroe Center for Healthy Aging sponsorship and is working to
expand volunteer experiences to better reach the entire county with special
attention to supplying health, nutrition, and safety services to help seniors remain in
their homes.
Other areas of special interest will include using the special talents of seniors to
help our children with math, reading, and socialization and maintaining the existing
network of senior support to many community services.
Seniors who volunteer keep the program viable and the volunteer force active!
