The Bargaining
Process
Two rounds of bargaining occurred:
1. Provincial discussion between OECTA, OCSTA, and the
Provincial Government. This lead to “PDT Agreement” which
outlined agreement on financial incentives including salary,
benefits and some working conditions improvements to help
facilitate local bargaining.
2. Local Bargaining between Algonquin-Lakeshore Unit and the
Board to reach agreement on local issues identified by
members.

The Membership
Survey
• Membership survey designed by Unit Bargaining Team, with
input from Occasional Teacher Committee, and made
available to members in early part of 2008.
• Survey was done on-line, in an attempt to make process as
easy as possible for members.
• Unit received responses from approximately 35 O.T.s.
• Increase in rate of pay rated as top compensation issue.
This Bargaining
Round
• The Board and the Local Bargaining Unit met October 17th,
October 20th, and November 10th.
• Talks then stalled over where to allocate funds provided by
the provincial government for O.T. contract enhancements.
• Talks continued on an informal basis between the Board and
the Unit.
• A tentative agreement was reached November 25, 2008.
The Deal
Changes to the current collective agreement are as follows:
• The Board shall distribute a copy of the Occasional
Teacher Seniority List to all work sites. This will allow
posting of the list on the OECTA bulletin board beside
contract teachers’ seniority list.
• The Board shall provide the Unit with a list identifying
dates and locations when non-members were used to do
occasional teaching. The list shall be provided 3 times
annually.
• The grievance procedure has been changed to mirror the
process used by contract teachers.
The Deal
Changes continued:
• A Long-Term Occasional Teacher shall be granted an
evaluation upon request for any position of a least one
semester (or equivalent) in length. This right is limited to
one evaluation per 2 year period.
• Process for dealing with correspondence received by
principals now in collective agreement. The process is
the same as for contract teachers. It ensures that O.T.s
are made aware of any negative correspondence that will
be used to counsel or discipline a teacher, provides an
opportunity to respond, and eliminates the possibility of
files being kept about teachers at individual schools.
The Deal
Changes Continued:
• Occasional Teacher Supply List now pegged at 25% of
contract FTE teachers. This reflects percentage that has
been used for last two years.
• Teachers hired to do occasional teaching in the west
region of the board will be unable to change regions until
vacancy exists. It is hoped that this will alleviate the
chronic shortage of occasional teachers in the west.
• Guarantee of confidentiality should the Board collect
criminal background checks/offence declarations
electronically.

Changes Continued:
• Clarification on staffing process for LTOs. Program
requirements means that the Board may deny a LTO the
right to apply for another position if a qualified teacher
cannot be found to replace the LTO. This language mirrors
language in contract teachers’ agreement.
• Recognition that SERT experience needed for specialized
placements such as behavioral centres.
• For evaluation of occasional teachers, recognition that no
other teacher shall participate and that voluntary
activities are not included in an evaluation.
The Deal
Changes Continued:
• Fifth Disease Protocol ensures that occasional teachers
are informed prior to accepting a position at a school if
Fifth Disease is present.
• Guideline to be distributed by Board to all school
principals acknowledging the vital role O.T.s play in the
effective operation of our schools, identifying the
importance of ensuring that O.T.s are familiar with a
school’s emergency procedures (including lock-down), and
identifying the requirement of O.T.s to be given access to
keys to all rooms to which they are assigned teaching or
supervision duties.

Changes Continued:
• Establishment of a “travel incentive” which provides an
additional $10.00 per day for any occasional teacher
located in the east but is willing to travel to the west for
occasional teacher work. This amount is capped at a
percentage of funding received by the Board.

Salary Adjustments:
• As of August 31, 2008, the Occasional Teacher Daily Rate
was $197.26
• Effective Sept. 1, 2008, the rate increases to $209.28
• Effective Sept. 1, 2009, the rate increases to $215.56
• Effective Sept. 1, 2010, the rate increases to $222.02
• Effective Sept. 1, 2011, the rate increases to $228.68
• This represents an approximate increase of 16% over 4
years.
