Stock taking of current activities on C4D

UNDP’s mandate is poverty reduction. Its priorities reflect a
specific commitment to the achievement of the MDGs within the
framework of the Millennium Declaration. Success in achieving the
MDGs and the broader millennium agenda will be determined in
large part by how well national planning processes are informed
by the genuine participation and involvement of those most
affected by development. UNDP believes that information and
communication focused interventions are central in bringing about
such participation. It believes that genuine involvement and
participation can only occur if the information needs of all citizens
[including those at the margins of societies] are met and the
voices of those most affected by development decisions are heard.

What is UNDP doing to achieve the MDGs through C4D?
UNDP is entrusted with the role of MDG coordination
UNDP policies have achievement of MDGs as major rationale
UNDP does not have a C4D programme as such
This is part of the Democratic Governance [DG] practice area
E-governance and Access to Information [A2I] service line in DG
E-governance includes ICT community centres
A2I includes Right to Information – media development
A2I includes C4D and Communication for Empowerment
A2I includes Civil Society strengthening

Also part of Decentralization – localizing the MDGs

Practical guidance notes providing ideas and resources
Tool kits with best practices, resources, etc.
Discussions among country office staff on virtual networks
Community of Practitioners of country office staff
Workshops involving staff as well as government partners

OGC: Project to develop media strategies in support of vulnerable
groups to be implemented in 2007-2008
OGC in cooperation with Consortium for Social Change Consortium
Funded through OGC core funding and UNDEF grant
Pilots in 3 LDCs in Africa [Malawi, Liberia, Madagascar] and 3 in Asia
National information and communication baseline reports
Establishing multi-stakeholder alliances in each country
National strategies for meeting information and communication deficits of poor people
