• That Alabama’s CTE is critical to ensuring that Alabama
and ultimately the United States lead in global
competitiveness.
• That Alabama’s CTE prepares students to succeed in further
education and careers.
• That Alabama’s CTE is a results-driven system that
demonstrates a positive return on investment..
• That Alabama’s CTE must be delivered through
comprehensive programs of study aligned to the National
Career Clusters framework.
• That Alabama’s CTE must actively partner with employers
to design and provide high-quality, dynamic programs.

WHAT: I believe that Alabama’s
secondary CTE is critical to ensuring
that Alabama and the United States
lead in global competitiveness.

HOW: We will develop 21st century CTE
programs utilizing national common
core technical standards built upon the
National Career Clusters Knowledge
and Skills Statements that are
benchmarked internationally and
supported by leaders from business
labor, education and government.

HOW: We will initiate and support
policies that secure CTE’s leadership
role in leading alignment among
education, economic development, and
workforce development by increasing
Alabama’s investment in secondary
CTE.

HOW: We will launch a marketing and
communications campaign to
showcase CTE’s critical role in
transforming the way education is
delivered to all students, and to
underscore the positive, economic
impact it provides for individuals and
our state.

HOW: We will support and implement
activities and policies that require all
students to have a personalized
learning plan that clearly maps out a
comprehensive strategy to achieve
their education and career goals.

HOW: We will promote the acquisition of
college and career ready standards,
aligned to the National Career Clusters
Essential Knowledge and Skill
Statements, for all students.

HOW: We will aspire to have CTE be
performance-based, student-centered
programs that are delivered without
regard to time or place, to the extent
feasible without diminishing the quality
of the programs.

HOW: We will support the development
of valid, reliable, and rigorous national
technical assessments, aligned to a
national common core of technical
standards, resulting in recognized and
portable credentials.

WHAT: I believe CTE is a results-driven

HOW: We will use data to identify highquality, successful, scalable CTE
practices and programs; target efforts
and funds to those found effective; and
eliminate those that are ineffective.

policies that make the collection of
nationally comparable, valid and
reliable data possible and efficient.

HOW: We will encourage longitudinal
data systems to incorporate the data
components necessary to support CTE
accountability measures.

HOW: We will promote alignment of data
requirements and accountability
measures among state and federal
education and workforce preparation
programs.

investment model to demonstrate
CTE’s positive fiscal, societal, and
economic impact at the local, state, and
national levels.

HOW: We will convene and lead
education, employers, labor, and
government to develop policy,
resources, and technical assistance to
help Alabama continue with the design
and implementation of programs of
study as a standard approach to
delivering high-quality CTE.

HOW: We will support incentives for
employers to provide work-based
experiences and professional
development opportunities for
students, teachers, and faculty so they
are aware of and can incorporate the
latest industry standards and
technologies into their programs.

and technical and secondary postsecondary certification of CTE
teachers and faculty to support
seamless and blended instruction.

HOW: We will support federal legislation
that encourages rigorous,
comprehensive programs of study as
the delivery model for education.

WHAT: I believe CTE must actively
partner with employers to design and
provide high-quality, dynamic

HOW: We will partner with business and
industry organizations to develop and
implement rigorous, internationally
benchmarked CTE programs of study
that are aligned to state, national, and
international economic demands and
industry standards.

HOW: We will partner with business and
industry organizations to ensure that
the credentials earned by students
enrolled in CTE programs are valued by
the labor market and are, at a minimum,
nationally portable.

HOW: We will close skills gaps by
providing all students with access to
the education and training necessary to
be highly competitive in the labor
market, including ongoing skill
development and re-tooling of the
existing teachers.
