TEMPUS IV – General Overview
TEMPUS is the European Community Programme for the development
of Higher Education in Partner Countries
Basic features:
Establishment of new courses or reform of existing ones in the list of
national priorities
Assist higher education institutions to restructure and to reform their
management/ governance
Encourage institutions to work together and set up networks, in a
particular discipline
Training and capacity building
Provide higher education institutions with teaching materials
Involved authorities
Strong involvement of national authorities in the definition of
priorities, the selection of projects and during impact assessment.
Strong linkage with EC Delegations in partner countries (liaising
with authorities, selection of projects).
Programme supported by a network of National Contact Points
in EU Member States and National Tempus Offices in partner
countries.
Bottom-up programme mainly implemented through calls for
proposals complemented by structural measures.
Strong accent on dissemination and exploitation of results.

Types of projects
Joint Projects implemented at institutional level to
reform curricula, improve university governance,
create more links with society.
Structural Measures implemented at national level for
the development and reform of national higher
education structures and systems in the partner
countries (Ministries are now “partners” – can only be
paid for travel costs and per diems).
Joint Projects
1) CURRICULAR REFORM
 Adapt, modernise and restructure existing curricula with a
focus on content, structure, teaching methods and the use
of modern ICT.
 Establish new curricula with a double or multiple degree
or a joint degree.
 Strengthen links with the labour market.
2) GOVERNANCE REFORM
 Modernise management and governance of higher
education institutions.
 Build capacity for better management.
 Promote a quality assurance culture.

3) HIGHER EDUCATION AND SOCIETY
Strengthen the role of higher education institutions in
society at large
Address the "knowledge triangle" of education, research
and innovation (project must not focus on research)
Encourage links between higher education institutions and
the labour market
Structural measures
1. Governance reform: licensing, accreditation,
qualification frameworks, quality assurance, autonomy etc.
2. Higher education and society: links between different
sectors of education with the world of work, capacity
building for public administration etc.

Financing:
Staff costs (max 40%) for academic and admin staff

 Terminology and clarification of certain aspects based on
the experience from first two calls for proposals

Authorities - “co-beneficiaries” (former “associate partner”)

 Introduction of the «mandate» (replaces endorsement letters)
fill-in and sign between co-ordinator and each co-beneficiaries
Annex to Grant Agreement with no modification (confirms
that co-beneficiaries grant power of attorney to the coordinator, to act in their name and for their account in signing
the agreement and other documents with EACEA

Partnerships (individual experts will be excluded from the membership of
consortium but will be in the project if required)

Evaluation and Award Criteria (Quality of Partnership; Dissemination –
weighting updating), Methodology will be assessed under Sustainability
Maximum 3 proposals with one applicant institution will be recommended
for funding

Financial conditions: Grant will be calculated on total eligible cost with
financial contribution of EACEA – 90 % of total eligible cost
indirect cost a flat-rate of 7% of total direct eligible cost will be
automatically added to financial contribution
co-financing 10 % of total eligible cost
Maximum daily salary rate is updated

Publication of the call and other documents (23 l-gs note, 3 l-gs English,
French, German – call documents: guidelines, application form and Annex)
