Assistance Program
Background
- Established in mid 80’s under the DLA’s Procurement
Technical Assistance Cooperative Agreement (PTA)
Program.
-
PTA program remains the only government-sponsored
program that provides intensive, individually tailored
guidance through the federal procurement system.

PTACs are hosted by colleges/universities, state and
local governments, and non-profit organizations.

PTAP’s primary mission:
- Support our national security by ensuring a broad base of
capable suppliers for the defense industry and other
agencies
- Increase competition
- Provide better products and services at lower costs.

PTA centers

Work with small, disadvantaged, women-owned, veteranowned, service-disabled veteran-owned, 8(a) and
HUBZone firms connecting them with buying offices

PTAC Program of Work
 PTAC has a coaching role: help firms gain the skills to become
successful government contractors
 Workshops: Monthly - “Selling to the Government”, “Marketing
Strategies” and “Introduction to Federal Contracting”
 One-on-One Consulting: provide specific instruction and
guidance based on company goals
 Member Follow-up: provide client follow-up on all questions
and serve as a continuous resource.
 Events / Programs: Government procurement representatives
are featured at programs during the year.

$14.188 billion - creating or retaining 334,004

TARGETED CONTRACTOR ASSISTANCE


Agencies / prime contractors contact PTAC to
assist specific firms they wish to contract with, but
need valid registrations (i.e. CCR / ORCA) and
certifications. PTAC can provide assistance to
help avoid conflict of interest issues or staff
limitations.
LOCATING SPECIALIZED CONTRACTORS

Agencies and prime contractors use PTAC to
identify contractors to provide commercial off-theshelf and custom products/services or that will
fulfill procurement goals for 8(a), HUBZone,
Woman-owned, Service-disabled veteran owned.

PROBLEM SOLVING


SOLICITATION DEVELOPMENT


PTAC can help resolve problems with contractors or
potential contractors to avert performance problems and
contract protests.
Assist in drafting solicitations directed at small businesses.
Working with large prime contractors to develop appropriate
subcontracting plans.
REFERRALS

Agency and prime contractor small business specialists can
send vendors / potential vendors to PTAC for procurement
process assistance. Helping agency staff and prime
contractor small business specialists focus on contracting
and not small business counseling.

OUTREACH EVENTS



PTAC sponsors programs to assist agencies and
primes to meet firms through hosting small group
meetings to large ‘matchmaker’ events
PTAC can facilitate or participate in conferences
and seminars at your request to disseminate
information on up-coming projects, acquisition
policy / procedure changes, or the specifics
regarding contracting with your agency or firm
