F-1 & J-1 Employment Reminders:
On-Campus Employment
In order to be employed at Syracuse University:




Work must provide direct services to the University’s students
Syracuse University (SU) students may only work on the SU campus
 www.sujobopps.com
International students are ineligible for Federal Work Study jobs
You must be enrolled full-time or have submitted a request to study less than
full-time (e.g., reduced course load, last semester of study)


Graduate: 9 credit hours;
Undergraduate: 12 credit hours
You must receive a job offer and have permission to work




SU student athletes must complete the Student-Athlete Employment Clearance
Process at the Manley Field House Compliance Office
Sponsored J-1 students (e.g. Fulbright, Ford Foundation) must obtain approval
letter from your sponsor for on-campus employment
Complete I-9 Process at Student Employment (210 Steele Hall) before
starting work
Obtain a Social Security Number from Social Security Administration
F-1 & J-1 Employment Reminders
On-Campus Employment Limitations:
You may only work 20 hours/ week while school is in session

May hold more than one job on campus as long as the cumulative number of
hours worked does not exceed 20 hrs/week
On-campus employment and CPT: Limited to 20 hours of work a week
cumulatively



You may work full-time (typically 40 hours/week) during authorized school
breaks.


The I-9 Process for SU

Have your future employer complete Section A of the Employer
Verification Form and print on department letterhead

Bring the following documents to Student Employment, 210
Steele Hall in order to complete the I-9 process:




Employer Verification Form from on-campus employer (HR will need to
complete Section B to verify the completion of the I-9 Process)
Original I-20/DS-2019, passport, I-94 card, & Social Security Card, if you
have one
If you are a SU Athlete, also submit a copy of your completed Student
Athlete Compliance Form
If you are a sponsored J-1 student (Fulbright, Ford Fellow, etc.), also
submit a letter from J-1 sponsor approving on-campus work
Obtaining a Social Security
Number: Steps 1 - 3
To Apply for a Social Security Number you must:
Step 1: Attend the Social Security Seminar 
Step 2: Complete I-9 Employment Verification with Student Employment
Office in 210 Steele Hall (for your convenience, Steps 2 and 3 can be
done simultaneously).
Step 3: To be eligible to apply for a Social Security Number, you must
be employed or have a promise of employment, which is shown by the
Employer Verification Form.







Your host department must complete Part A of the Employer Verification
Form and print it out on their department letterhead.
Next, Student Employment in 210 Steele Hall must complete Part B of the
Employer Verification Form to verify completion of the I-9.
The Slutzker Center must complete Part C of the Employer Verification Form
to certify your valid F-1/J-1 student status and eligibility for a SSN.
*NOTE: If you are applying for a SSN on the basis of Off-Campus Work
Authorization (CPT, OPT, AT), you should have your employer complete
Section A of the Off-Campus F-1/J-1 Student Employer Verification Form
and have the Slutzker Center complete Section B

Obtaining a Social Security
Number: Steps 4 - 5



Step 4: Before you can submit an application to the Social
Security Administration for a SSN, you must have entered the
U.S. on your current visa more than 10 days ago and be
registered in the SEVIS System for at least 3 days and wait
for the SCIS to give you a date to go down to the Social
Security Administration Office.
Step 5: Apply for the SSN - Go to the Social Security
Administration on the 4th floor, Federal Building, 100 S.
Clinton Street, Syracuse, NY.
Take with you the following:




The complete Employer Verification Form;
Your original passport, visa and I-94 card; and
Your most recent, stamped I-20/DS-2019
Make sure to provide a valid mailing address on the SSN

Number: Steps 6 - 8
Step 6: When applying for the SSN, request a RECEIPT for
your application. Submit 1 copy of your SSN Application
Receipt to the Slutzker Center with your SU ID number
written on the copy.
Step 7: Upon receiving your Social Security Card by mail,
submit 1 copy of your card with your SU ID to the Slutzker
Center for International Services, 310 Walnut Place
Step 8: For tax purposes, complete the Non-Resident Alien
Information Form (NRAIF) online at
https://fnis.windstar.cc/syracuse/






To obtain access, email Payroll at [email protected] with your SU ID
number.
NRAIF is necessary to verify eligibility for a tax withholding
exemption
All questions about NRAIF should be directed to SU Payroll

Obtaining an Individual Taxpayer
Identification Number (ITIN)
For those individuals who receive income through grants and scholarships
from US sources but who are not employed and thus not eligible for a
SSN, the Individual Taxpayer Identification Number (ITIN) is an
alternative to the Social Security Number. Typically, this will apply to
Student Athletes, those who receive a stipend, and other US based grant
recipients.
To qualify to apply for an ITIN immediately, you must:



Not be eligible for a Social Security Number
Receive a grant, scholarship, or stipend from a US source that is subject
to tax withholdings
NOTE: Those F-1 and J-1 students who are independently funded or
funded by their home government and are not working are eligible for an
ITIN under reason “F,” and F-2 and J-2 dependent spouse and children
are also eligible for an ITIN under reason “G,” but may only file for the
ITIN when filing an end-year tax return with the IRS.

APPLICATION STEPS

Step 1: Complete ITIN waiting period. Before you can apply for an ITIN,
you must have entered the U.S. not less than 10 days ago.

Step 2: Obtain a letter from an International Student Advisor at the
Slutzker Center for International Services which verifies that you will not
be securing employment in the United States or receiving any type of
income from personal services.

Step 3: Apply for the ITIN - Go to the IRS office on the 11th floor,
Federal Building, 100 S. Clinton Street, Syracuse, NY.
Take the ITIN Letter from SCIS, your original passport, I-20/DS-2019,
visa and I-94 card
You will need to fill out a W-7 Application for an ITIN to submit to the
IRS Office: http://www.irs.gov/pub/irs-pdf/fw7.pdf

Under the Eligibility Section of the W-7 Form, select both “F” and “H.
Other” and enter one of the valid exceptions listed on pages 6-8 of
the W-7 Instructions. In most instances, a F-1 or J-1 student on a US
grant, scholarship or stipend will be eligible under Exceptions 2(b)
or 2(c) on page 7 of the W-7 Instructions.





Step 4: After receiving your ITIN approval letter, make 2 copies with your
SU ID and submit 1 copy to each of the following:
Payroll Office, Skytop Office Building
Slutzker Center for International Services, 310 Walnut Place
Step 5: For tax purposes, complete the Non-Resident Alien Information
Form (NRAIF) online at https://fnis.windstar.cc/syracuse/
To obtain access, email Payroll at [email protected] with your SU ID
number.
NRAIF is necessary to verify eligibility for an exemption for any taxes
that may be withheld from your grant/scholarship payments
All questions about NRAIF should be directed to SU Payroll

Reminders

To download forms and find more information on immigration topics, access

Keep all of your immigration and employment documents together and in a
safe place—you may need them for future immigration applications (e.g.,
OPT or J-1 Academic Training)
-- I-20/DS-2019, Passport, Visa with I-94 card
-- Social Security Card
-- Employment Contract, Pay Stubs
Check all of the expiration dates on your documents and be aware of when
they expire.
-- Your I-9 is valid until your I-20/DS-2019 program end date. If you
shorten/extend your program, verify with the Slutzker Center that your
document will be submitted to HR for an I-9 update.
Plan ahead and make necessary appointments to renew and update
documents
