• Vision: new Councils will be equipped...to support local
government’s statutory planning, regeneration and
community planning requirements...and have a shared
understanding and strategic approach to their
implementation, application and delivery

Foundation Programme
• To ensure the new Councils are prepared for the
introduction of community planning in 2015
• Previously developed by the PDPA in 2009
• Being reviewed and refined
Purpose of the Foundation Programme
To provide a support framework to:
• Ensure a consistent understanding of community planning &
its potential
• Lay the foundations for effective community planning
• Build relationships & capacity within each new council area
• Explore mechanisms and structures for effective
engagement and partnership working
• Identify key issues and learning to inform the development
of statutory guidance at the regional level
• Identify opportunities for aligning community planning with
government policy and delivery of new functions

Foundation Programme
• Understanding what Community Planning can
achieve
– Being ambitious; what could it look like?
– Examples
• eg ILEX – Derry/Londonderry; Datahub – Newry & Mourne;
Community Planning model – Belfast; Waterside/Glenelly; Omagh
and Fermanagh; Community Hubs – Ballymena.
