Global climate policies
• Rio Earth Summit 1992: Establishment of the
United Framework Convention on Climate Change
(UNFCCC)
• Objective: “to stabilize greenhouse gas
concentrations in the atmosphere at a level that
would prevent dangerous anthropogenic
interference with the climate system”
• December 2009: 192 signatories
• But no legally binding targets
• Mandatory targets established under the Kyoto
protocol; ratified by most developing countries
• Scientific backup provided by the Intergovernmental
Panel on Climate Change (IPCC)
Global adaptation planning
Increasing attention for adaptation (global):
• Nairobi work programme
–
To assist all Parties to improve their understanding and
assessment of impacts, vulnerability and adaptation
– To assist all Parties to make informed decisions on practical
adaptation actions
• Cop 13 Bali – Bali roadmap: ‘enhanced action on
adaptation’
• CoP 15 Copenhagen: significant funding
pledged for adaptation
National adaptation planning
Increasing attention for adaptation (national):
• National Adaptation Programmes of Action
–
Adaptation plans submitted by the Least Developed
countries (LDCs)
– 40 out of 49 countries have finalized their plans
– Identifying urgent and immediate adaptation needs
• Climate considerations integrated into sectoral
planning
Key challenges
• Limited insight into what adaptation is
• ‘Tools’ and ‘approaches’ for adaptation still to
be developed
• The role of ecosystems and communities
remains insufficiently recognised – risk of
‘malapdatation’
• Strong need for increased sharing of expertise
and linking sectors
