1. The Malta Enterprise ERDF Schemes
The objectives for each scheme are outlined below:
• International Competitiveness – to support enterprises in
their market penetration efforts.
• Small Start-up Grant Scheme – to facilitate the setting up
and growth of innovative knowledge based small start-up
enterprises.
• Innovation Actions (Innovation) – to support SMEs develop
innovative processes, products and services.
• Innovation Actions (Environment) – to support SMEs
address investment in environmentally-friendly technologies.
• E-Business Development Grant Scheme – to assist SMEs
propagate the use of ICT in their daily business operations.
• R & D Grants – to assist enterprises to invest in industry
driven research projects to be in a better position to develop
new products and processes.

2. Incentive Guideline
Aim:
• This incentive will facilitate the realisation of ICT investments that
will support growth through:
a) the diversification of the enterprise’s products and services,
and
b) significant changes to the enterprise’s production process.
• Of special interest will be projects that adopt ICT solutions as
business enablers to:
i. establish processes that extend beyond the boundaries of the
enterprise such as supply chain management and customer
relationship management;
ii. provide holistic ICT solutions for integrating the operations of an
enterprise;
iii. exploit the capabilities of broadband solutions, such as elearning and e- Commerce.

2. Incentive Guideline
This Incentive is open to Small and Medium Enterprises with
the following exclusions:
• Enterprises controlled or owned by Government are not
eligible for this incentive.
• Assistance under this scheme will NOT be provided to
undertakings engaged in:
•The primary production of agricultural products
•The fisheries and aquaculture sector;

2. Incentive Guideline
The Scheme:
Minimum Project Value: €25,000
Co-finacing rates of eligible costs:
40% for Medium-Sized Enterprises
Minimum Grant Value: €10,000
50% for Small Sized Enterprises
Minimum Grant Value: €12,500
30% for SMEs active in the transport
Minimum Grant Value: € 7,500
Each project is capped at a Maximum Grant Value of € 100,000

Consultancy service required for designing, customising,
implementing and testing of the approved ICT solutions.

• ICT Hardware Costs
(i) Costs related to ICT hardware required for the
optimal functioning of the ICT solution,
(ii) Plant and Machinery that is essential for the optimal
functioning of the ICT solution, e.g. other computer
equipment integrated to the solution.

Eligible Costs:
• Software Costs
The purchase of:
i. Tangible: readily available generic software tools and
licenses that are required for the ICT solutions;
example: Database Management Solutions, ERPs,
CAD, CAM, Content Management Solutions and CRM
Systems,
i. Intangible: software developed for the enterprise as part
of the ICT solution (this may include technical
knowledge acquired for the installation and operation of
the ICT solution).

2. Incentive Guideline
Additional Provisions:
• Investements in second hand equipment are not eligible,
• All funding will be based on reimbursement of eligible costs,
• All funding must be on costs incurred by the applicant after the
aid is granted,
• All consultancy or services must be subcontracted and not of a
continuous or periodic nature, nor related to the enterprise’s
usual operating expenditure, such as routine tax, consultancy
services, regular legal services, or advertising,
• Projects favouring activities in the processing and marketing of
agricultural products may not be supported when the aid is being
partly or entirely passed on to the primary producer.

Section 2: Project Details
• Thorough description of the project,
• How it will be implemented from a human resource & financial
resource perspective,
• The expected benefits derived from the project such as
potential future growth, cost efficiency, cost reductions and
possibilities for networking,
• The novelty of the project vis-à-vis the possibilities of
developing new services/products and processes,
• How the project will improve ICT usage within the enterprise,
• Any potential increase in employment.

Section 3 : Horizontal Priorities:
• Environmental Sustainability
Applicants would need to prove that the project addresses
issues such as carbon neutrality and climate change water,
waste, air quality and nature protection were applicable.
• Equal Opportunities
Applicants would need to prove that the project addresses
issues such as the involvement of disadvantaged groups in
the project; increased participation of females, ensuring
accessibility for all and family friendly measures were
applicable.

Annex 6 – Enterprise Size Declaration
• Determines the type of enterprise applying, whether it
is a large, medium, small, or micro enterprise and
determines also if the enterprise applying is
autonomous, partner or linked.

Annex 7 – Audited Financial Settlements
The Financial Statements required are the latest Audited
Financial Statements (full version, not abridged, including the
detailed schedules to the Profit & Loss Account/Income
Statement) or the Management Accounts (Profit and Loss
Statements/Income Statement and Balance Sheet/Statement
of Assets and Liabilities) certified by a certified public
accountant.
In the case of a start-up not having the above documentation a
business plan (which should include a Profit & Loss
Account/Income Statement, Cash Flow Projections and a
Balance Sheet/ Statement of Assets and liabilities would suffice

Annex 8 – Permits and Approvals
(if applicable)
• Applicants with projects in need of permits and approvals from
relevant government entities, such as MEPA, should submit a
copy of the application for the relevant permits and
corresponding approvals with this application form. Following
evaluation, the short listed applicants would need to submit
such permits prior to the issuing of the letter of Approval.
• In the case that the applicant already has permits and
approvals in hand, these should be attached as an Annex.

2. The application fits with one of the focus areas of the aid
scheme,
3. The applicant has honored/rectified any past obligations or
conditions set by Malta Enterprise,
4. The aid being requested is in line with the respective State
Aid rules,
5. The project complies with the laws pertaining to the actions
being proposed for funding,
6. The applicant is eligible as defined in section 2 (eligibility)
of the respective Incentive Guidelines and,
7. The project will be completed within the stipulated
timeframes.

Evaluation Process – Preliminary Evaluation (35%):
• Risk Appraisal - 20%:
– Age of organisation - 5% - the longer the enterprise has
been established, the higher the score,
– Duration of project - 5% - longer projects may carry
more risk,
– Project investment costs vis-à-vis applicants net assets
- 5% - level of financial risk and,
– Commitment & capacity to implement - 5% - level of
preparatory work, internal project management
structures & financial resources

Durability of operations of the Cohesion Policy 2007 –
2013.
Only fully implemented projects will be fully reimbursed
otherwise grant will be reclaimed back from the
beneficiary.
