1. ensuring the relevance and viability of CEOS;
2. involving old and new space-faring nations and
organizations into CEOS and building participation;
3. being appropriately resourced to meet the needs of
an advancing agenda.

5 strategies to address the 3 challenges:
1. Use the vision of the CEOS Constellations (VC) as
the building block for the implementation plan
2. Demonstrate that CEOS can lead the
implementation of the space component of GEOSS
by producing results. Deliver 4 VCs at GEO Summit
(Nov. 2007)
3. Build CEOS resource capacity to meet recognised
work loads and priorities.
4. Bringing absent space agencies (eg India, China,
Brazil, Russia) to CEOS
5. Encouraging integration of CEOS recommendations
into individual agency programs.

constellation is likely to serve several SBAs

CEOS Relationship to IGOS-P
• IGOS-P meeting (Monday 12 Nov.)
• CEOS invited IGOS Partners to reconsider
their positions on the future of IGOS-P as
GEO should encompass the IGOS-P themes.
• Creation of a small group to study the best
way to transition IGOS Themes into GEO.

• Topics addressed:
– the structure and leadership changes since last Plenary,
– the past and recent meetings
– most prominent achievements (e.g., IDN, advanced
technology services, CEOS interoperability Handbook,
WTFs, Projects and Applications, data utilization,
contribution to GEO Work Plan, etc.).
– Proposal to organize an annual CEOS-level conference to
address all the topics related to the space contribution to
GEO attracting end-users, scientists, politics, commercial
sector,…

• Topics addressed (cont’):
– Need to provide additional resources in support of WGISS.
– Update of WGISS 5-year plan with a view to enhance its
role in support to GEO. Document endorsed.
– A new Vice-Chair must be identified by mid-January.
Conclusion with a few recommendations.
• José Achache expressed his high appreciation of
the work of WGISS for the support to GEO and in
particular to the GEO Architectural & Data
Committee (ADC). He suggested WGISS to
address the issue of merging space data with
Sensor Web data.

– Stephen Ungar (NASA, WGCV Chair)
• report on WGCV activities over the past year, and conclusion
with a few recommendations.
• Introduction of the future Chair (C.Cao from NOAA) and the new
Vice Chair (P.Lecomte from ESA).
• WGEdu
– Yolanda Berenguer (UNESCO, WGEdu Chair) reported on
the activities of the Working Group:
• Education Portal developed in 2002,
• CEOS Principles for data provision in support of education and
training,
• Objectives of the WGEdu 5-year Strategic Plan 2006-2010
focused on the contribution to GEO/GEOSS.
