Building capacity for
strengthening
procurement systems

AAA – Capacity Development
 Without robust capacity–strong institutions, systems &
expertise–countries cannot fully manage their
development processes.
 The following actions will be taken:
– Countries will systematically identify areas where
there is a need to strengthen capacity.
– Support for capacity development will be demand
driven.
– Promote operational changes that make capacity
development more effective.

AAA – Country Systems
 “Successful development depends on government’s
capacity to implement its policies and manage public
resources through its own institutions and systems.”
 To this end:
– Donors will use country systems as the first option.
– Donors will have to provide explanations when they
don’t use country systems.
– Joint assessment of country systems.
– Donors will share plans on using country systems.
– 50% or more of government-to-government
assistance through countries’ PFM systems.
