Funding

Maintaining Our Commitment to
High Quality Patient Care
Adequate funding is critical to ensure that we
can continue our commitment to caring for
patients and their families when it matters most.
Our staff work hard to maintain our levels of
efficiency and continue to improve the financial health
of the hospital, despite high demand for services.
Sunnybrook has finished the last seven
years without a deficit.

How is the hospital funded?
HBAM uses a number of considerations, like historical
service volumes, expected population growth and health
care access patterns in a specific region, to predict how
many services each hospital should be providing each
year and the cost for each service.
Health Based Allocation Model, or HBAM, is a
relatively new funding model in Ontario.

Quality Based Procedures
Quality-based procedures are groups of
services for specific types of patients that
require similar care.
Hospitals are reimbursed for the types and
quantities of patients they treat, using ‘prices’
based on efficiency and best practices that are
adjusted for each procedure.

What are examples of Quality Based
Procedures?
In April 2012, the Ontario Ministry of Health and Long Term
Care introduced the first four Quality Based Procedures:
①
Hip replacement
②
Knee replacement
③
Dialysis and other treatments for
chronic kidney disease
④
Cataract surgery

How is Sunnybrook doing?
The funding models are still quite
new, but preliminary results
released in March 2013 show that
Sunnybrook continues to be
performing very well in its peer
group of large teaching hospitals.
Sunnybrook also has one of
the lowest administrative
costs, at 8.4 per cent, among
Toronto teaching hospitals.
