1. Participation Rate and Graduation Rate:
• No “Full Academic Year” requirement.
• Test all students in your classrooms.
2. Proficiency Rate and Attendance Rate:
• Students meeting the Full Academic Year count
• OGT – October 10, 2008 – March 19, 2009
• Alt. Assess. – October 10, 2008 – March 19, 2009
• OAT – October 10, 2008 – May 10, 2009

ORC 3314.35: School Closure
Criteria
Ohio law requires community schools to close
due to continued poor academic
performance.
Three Groups
• Group 1: Any of grade levels K through 3, none
higher than 3
• Group 2: Any of grade levels 4 through 8, none
higher than 9
• Group 3: Any of grade levels 10 through 11,
regardless of lower grade levels
Group 1:
Schools having any of grade levels K
through 3, but none higher than 3
Academic Emergency for four consecutive years
Group 2:
Schools having any of grade levels 4
through 8, but none higher than 9
Academic Emergency for three consecutive years
and
Has not made Value-added growth for two of the same three
years.
Group 3:
Schools having any of grade levels 10
through 11, regardless of lower grade
levels
Academic Emergency for four consecutive years
Dropout Recovery Schools
Schools receiving a waiver per ORC
3314.36 are not included under the
same closure criteria. The department is
currently developing separate measures
of academic progress and closure
criteria for these schools. A list of these
schools is posted on the ODE website.
