My inauguration was originally
scheduled for January 22nd, 2012.
January 22nd is Chinese New
Year’s Eve. The date holds a
special meaning to me. On January
27th 1987 (which was the Chinese
New Year’s Eve that year), twentyfive years ago, we discovered the
YBCO high temperature
superconductor in my lab in
Huntsville, Alabama.

I hope that the University we build becomes
a more complete university with its own
unique character. My ultimate hope is that a
Dong Hwa student graduates with both
professional training and a heart for the
community.

I believe that what makes a university truly
exceptional is its alumni. The alumni and
university are part of one body, united in the
goal of contributing to social progress and
furthering human knowledge.

We need a plan and vision that gains support
from the whole Dong Hwa community – its
faculty, staff, students, as well as the
surrounding community.

By increasing our ties with local communities,
our students can learn how to better contribute
to the advancement of local society, and gain
training as leaders of not only our locale, but of
our country, and even the world.

In our campus, the students are of course our
main constituency. The four years of an
undergraduate education is a formative period in
a person’s life.

Other than focusing on their studies, students
should also be involved in the events and affairs
of the community.

These connections will help students to adopt a
more pro-active and positive attitude.

Students need to discover their own interests,
hobbies, and specializations.

They need to find them inside and outside of the
classroom.

I hope to create a familial atmosphere at Dong
Hwa.

I want students, staff, and faculty to feel that
the university is like a family: we’re all living
together, learning from each other, taking care
of each other, growing together.

My goal is to foster a stimulating learning
environment, where teachers are both
specialists and generalists, committed to
communicating the newest ideas in their field,
and where students are enthusiastic and filled
with the energy to learn.

This energy will allow Dong Hwa to retain and
attract first-rate talent.

Most importantly, we want to construct a more
complete and better learning environment, so
students can get the education that they need,
in order to cultivate the talent that they have.

To the average student, we need to develop a
curriculum that allows him or her to receive
the required training within a four-year period,

For extraordinary students, we want to create
special opportunities that allow them to
develop their own interests and abilities.
1. Create a more well-rounded learning environment
 To develop a more complete core curriculum, so that every student
enters Dong Hwa leaves with a certain knowledge of a core set of
texts and an understanding of a core set of values. Students will leave
the university with an ability for critical thinking and the courage to
take on challenges in their future careers. to new students.
 To develop a culture of open discussion and more engaged learning.
This will provide students with the flexibility and engaged mind to meet
the challenges in their next step.
 To encourage more international exchange by increasing the
opportunities for exchange students and foreign students to come to
Dong Hwa. This will help to develop our student’s international
horizons, improve their English and foreign language abilities, and
expand their intellectual boundaries.
 To have better communication and cooperation with local businesses
and local society, in order to help students develop their love and
concern for the larger community around them.
 How to build a “Core Curriculum” for Dong Hwa
students ?

 How to build a “Core Curriculum” for Dong Hwa
students (cont’) ?
 Construct a more integrated (and flexible)
curriculum that allows students to pursue the
best of their interests during the years they are
on campus
 Discuss the possibility to take out the policy to
expell students because they do not pass the
grade (students are to expell because of their
misconduct)
 Design program to allow students to involve in
research at senior (or junior) year
 Estalish the 3+2 (bachelor + master) programs
for qualified students
 How to develop a culture of open discussion and
more engaged learning ?
Digital Humanities as an example:
A truly cross-disciplinary and multi-directional
conversation, where people in the humanities brought
their ideas and needs to the tech world, so that it could
provide them with some new ideas about what sort of
technologies or products that they could develop that
would be interesting for all parties
Taiwan is a unique place that provides insight to many of
the important trends and historical developments of not
only East Asia, but that of world history. Taiwan has
many stories that need to be told. Taiwan also has a lot of
local talent, ideas, and innovation that should be pushed
to a wider platform.
 How to foster more international exchange and
cooperation with local society?
 Build up more intenational partners—e.g. my
recent visit to Iran….
 Special summer programs for foreign
participants—e.g., combination of outdoor
activities with language learning
 Programs for students to study abroad—e.g.,
summer visit; dual degree program; 3+2 (B.S. or
B.A. + Master)
 Encourage students to involve in work study at
senior year (Co-op program with industries)
 Industry (Job) fairs held on campus.
 ……
2. Strengthen the quality of teaching and research
 In order to create a University that has its own
character, we need to re-think the evaluation
system that the University employs. We need to
create an evaluation system that values teaching,
research, and service equally.
 We need to have more inter-disciplinary
collaboration for research and study. We can
cultivate more inter-disciplinary work by focusing on
topics that are related to local concerns in the East
Coast.
 Therefore, I want to encourage more research that
is based locally and in the community. The experts
in our community can aid the development of
industry on the Eastern seaboard, which can further

 A unique evaluation system to value equally
faculty members’ teaching, services and
researches—strengthen the “Peer Review”
process
 Key evaluation process is processed in the college,
with the expertise recommended by the
department. Outside expert supports are critical in
the process
 The University level evaluation is to look into
whether there is any flaw in the process without
getting into the technical details
 External examiners (referees) are the key for
proper (or accurate) evalutions
 How to encourage interdisciplinary collaborations ?
 Take out the departmental boundaries—Onedepartment in College (such as Environmental
Sciences) will forster a much better interactions
among different disciplines and create better
integrated programs
 Allocate resources to allow people from different
discipline to identify problems of common
interests and to work together
 Identify problems of local interest, such as effects
of earthquake, typhoon to economy, to
environment, and etc
 Stay tune with the current advanced research
activities—e.g., music as a therapeutic tool;
development of new materials for art design and
innovation
 How to promote cooperation with the society ?
 Continue and expand the existing programs that
already involve with local community—e.g.
farmer’s market; ecological studies; industryacademic collaborations that can be for culture
(such the exhibition at Kaoshiung now organized
by Dean Pan)
 Research collaboration with local industry—e.g.,
collaborate with Chung Hwa Pulp Corporation to
establish the infrastructure for the development
of “Hydrogen Fuel Cell” technology;
development of value-added healthy products
with local farmers
 Create advanced courses for people at work
 More involvement of the community in the school
activities
3. Cultivate deeper ties (especially in Education) with
the surrounding community
 Dong Hwa should create closer ties with local schools,
as well as other institutions of secondary and higher
education. We should make Dong Hwa’s resources
(especially its large amount of man-power) available to
local middle and elementary schools in order to raise
the quality of education in the area.
 We need to establish closer cooperation with local
government, and provide active recommendations for
surrounding land development. This will help us
develop closer ties with industries in the region.
Besides our focus on local projects, we also need to be
actively involved in national projects, engage in
research in the six major national project that the
government encourages.
 How to establish an integrated education system that
allows to cultivate young talents using the existing
Dong Hwa resources ?
 Dong Hwa should create closer ties with local
schools, as well as other institutions of secondary
and higher education. We should make Dong
Hwa’s resources (especially its large amount of
man-power) available to local middle and
elementary schools in order to raise the quality of
education in the area
 Allows student to have more self-oganized
programs—transportation, dormitory (such the
utility control), food (restaurant) and environment
 Open the university facilties to outside
 How to establish a better relation with the local
government and local communities ?
 Closely work with the local government to help
organize better project for regional development—
e.g., the development of green technologies
 Actively involve in the regional affairs that lead to
better opportunities for our students’ career
development—e.g., investigations on the
development of better transportation system for the
east coast region
 Actively involve in the execution of national
projects, engage in research in the six major
national project that the government has the
highest priority
4. Active pursuit of international cooperation
 Encourage our recruiting includes more
candidates from abroad, especially those who
have strong interests in our culture, environment
and programs
 Use our international connections and experience
to establish further international collaboration with
other universities, research institutes, and even
industries
 Increase and attract international students, and
increase the number of either short term or long
term visiting professors on campus
 Allow students to experience international
education without having to leave the country
