Requirements




Full electrification of the line tracks
Freight lines of the core network: at least 22,5 t axle
load, 100 km/h line speed and the possibility of
running trains with a length of 740 m
Full deployment of ERTMS
Nominal track gauge for new railway lines: 1 435 mm
except in cases where the new line is an extension on a
network the track gauge of which is different and
detached from the main rail lines in the Union

Total financial resources in transport sector – € 26,2

First adopted in 2001 (Decree No 302 of the Council of
Ministers)
New Methodology for Calculating of the Track Access
Charges Collected by the Infrastructure Manager adopted
by Ministers’ Decree No 92 of 4 May 2012 (in force since
1st January 2013)
Infringement Procedure against Bulgaria related to the
railway infrastructure charging scheme
Decision of the Court of Justice
Bulgaria has amended the Methodology in order to
perform the Decision’ provisions – Decree No 159 of 12
June 2014
