Background
Report on the Implementation
of activities (2005)
“The Panel supports the idea of including new and emerging science
and technology in the next FP in each priority area of the Cooperation
programme”
EP and Council decision of 18 December 2006
concerning FP7
“….Under each team, beside these activities, two types of
opportunities will be addressed in a open and flexible way: Future and
Emerging Technologies and Unforeseen policy needs”

Background
Cooperation Work Programme
“Each Theme includes a range of different research topics, including those
relevant to industrial needs, such as… In addition, « emerging » research
needs are incorporated through more « bottom-up » research topics.”
The Energy Theme
“The objective is to support research aiming at identifying or further
exploring new scientific and technological opportunities in a given field
and/or in combination with other relevant areas and disciplines, as well as
to nurture novel ideas and radically new uses and to explore new options, in
particular those with a potential for significant breakthrough ”

Background
Fist FP7 Energy call
« Where appropriate, opportunities for FET proposals are
incorporated into the activities and areas, through the open
nature of certain research topics. Such opportunities,
described in detail in the relevant sections, include”:
• Topic ENERGY.2007.1.1-03: Innovative concepts for
fuel cells
• Topic ENERGY.2007.3.5-01: Fuel production using
solar radiation

Why a specific
FET call ?
Science moves rapidly – difficult to ensure that all important
topics are covered or that an appropriate call comes exactly at a
time when a good idea is ready to be supported
– a complementary bottom-up call needs to be published.
Today’s energy demands cannot be met by the existing
technologies. In order to get truly innovative novel technologies,
‘breakthroughs’ , a paradigm shift is necessary.

Why a specific
FET call?
The Commission should attend to avoid putting into competition
against each other research areas of widely different character.
There should be a clear association within the evaluation
process of proposals of similar class, i.e., size and funding
mechanism
The Commission should consider a two-stage submission
There was wide agreement on the value of the remote
evaluation

FP7-Energy-2008-FET
Topic ENERGY.2008.10.1.1
Technical content/scope: This call/topic aims at ensuring a
genuine chance for “emerging ideas” to be funded based on the
strategic need to utilise the creative spirit in European research. It
covers all the areas of the Theme and is to provide rewards for
“high risk / high impact” science and to vigorously promote multidisciplinarity on a European collaborative basis.

FP7-Energy-2008-FET
Topic ENERGY.2008.10.1.1
Special features: In order to maximise industrial relevance and
impact of the research effort, the active participation of High
Technology SMEs represents an added value to this topic.
 Expected impact: To explore new paths leading to highly innovative
novel technologies for energy applications and, to contribute to the
establishment of a strong scientific and technical base for European
science and technology in energy emerging areas.

What are we
expecting to get?
•
•
•
•
•
High risk/high impact projects
Different technological sectors, cutting across boundaries
Tangible, highly ambitious and challenging objectives
Projects lying well beyond the international state-of-the-art
Multinational partnership but with no "superfluous" partners

14
What will not be
considered?
• Research with no significant and clearly identifiable novel
aspects
• Research that constitutes a technology demonstration or a
combination of existing technologies
• Open-ended-blue-sky-research with no tangible objectives
• Research directed towards hypothetical phenomena with no
convincing evidence as to their real or potential existence, or
inconsistent with the basic laws of science

Submission and
Evaluation
• On line submission
Part A entered through a set of on-line forms. Only the coordinator is formally
involved in the submission process at stage 1. Details of other participants
should be provided in the Part B description of the proposal, but those other
participants are not required to submit Part A input at stage 1.
Part B uploaded (pdf file) by the applicant into EPSS (10 pages maximum + 2
additional pages to describe the consortium and the estimated financial
resources)
• Eligibility checks: partnership, in-scope, number of pages
• Evaluation: remote peer-review by independent experts
consensus meetings

Submission and
Evaluation
• 1st stage proposals evaluated based on scientific
quality (a list of proposals for 250% of the available
budget will be invited to proceed to stage 2)

Some
recommendations
• Your proposal has to be clear. A short first-stage proposal
(10 pages maximum) is not just about describing an idea.
It should contain a concise description:
• What exactly is the novelty of the proposal?
• What are you planning to do and how?
• What may one expect as a result of the project?
• What would be the impact on energy technology?

19
Some
recommendations
• Consult the Guide for Applicants
• Do not assume that the independent experts know
everything you know
• Ask a colleague to pre-evaluate your proposal

Plan B for energy
“If efficiency improvements and incremental advances in
today’s technologies fail to halt global warming, could
revolutionary new carbon-free energy sources save the day?”
