Innovation and delivery of public goods
through Rural development funding

Productivity and Sustainability
Europe
• 2020 Flagship: “innovation Union”
• Close the gap between research and farming practices
• Interlink different actors
• It is not a financing mechanism
• Areas of innovation action: Primary production, Resource
management (“public goods”), Bioeconomy, Supply chain,
Quality and consumers
The basic challenge
Europe
Agriculture needs to deliver
both
private goods and public goods
And
do it in a sustainable way!

Environmental Challenges
Europe
•
Biodiversity
At least 56% of European crop production depends on insect pollination.
•
Water management
Agriculture accounts for 24 % of total water use in Europe (up to 80% in some parts of
Southern Europe) and farming is responsible for over 50% of nitrogen in water.
•
Soil
The overall cost of soil degradation in the EU is estimated at €38 billion/year.
•
Climate change
Agriculture is responsible for 9.6% of EU GHG emissions
•
Pesticides
The annual costs of pesticides for the environment and health are estimated respectively
to around €206m and €133m.
Sustainability of agriculture
Europe
Challenge:
radically improving environmental performance while maintaining
or in certain cases even increasing production capacity
EFFICIENCY IS KEY

The forgotten challenges
Europe
• How to save High Nature Value farming?
• Who is innovating for the extensive grazing systems?
• How to produce less waste all along the food chain?
Innovation needs to take place everywhere

Innovation for the sake of innovation?
Europe
•
Innovation needs to have an intelligent goal
Example rock grinding technology in Italy.

Different examples of Innovation agendas:
1. Agronomic innovation
Europe
• Low input farming
• Precision farming
• Biological control
• Remote sensing

2. Ecological innovation
Europe
•Beetle banks
•Skylark plots
•Flood prevention

3. System Innovation
Europe
Finding new uses for sustainable production that is
dying out because the traditional use has been lost.
Example:
 Biomass projects on abandoned grasslands
 Finding new dry land productions

4. Reintegrating the livestock and
arable sectors
Europe
Logistical innovation
Examples:
Rotational grazing system
Grazing banks
Using waste streams
Connecting livestock and arable farms

5. Consumption Innovation
Europe
Innovation to diminish pressure on land by
reducing food waste or promoting sustainable
sourcing
Examples:
1. Food chain
2. Consumer behaviour

Beyond technology
Europe
• Systemic & managerial
• Learning and capacity building
• Social
• Economic
Ex: ecosystem services
• Policy
