About the Contest
What is it?
In light of the July 2013 cardiac arrest protocol update, this is an
exciting opportunity for EMS agencies across Pennsylvania to:

Participate in creating new training materials
Improve sudden cardiac arrest response through ongoing
quality improvement and best practices
WHY A CONTEST?
When we asked agencies what would help implement the new
cardiac arrest protocols, many people requested a high-quality
training video. So, we are turning to you, the experts, to help
create this much needed training tool.
This is your chance to show us what you’ve got. Submit a video of
your best team responding to the provided cardiac arrest
simulation and compete to “be the stars” as the crew in the video
that will be used for statewide and national trainings. And, to
further recognize your great work, we are offering exciting prizes!
Ultimately, the contest is about working to provide the best care
possible to save more lives. We believe this requires practice,
training, education, and quality improvement. Thank you for your

Eligibility
Who can participate?
Any licensed or recognized EMS or QRS agency in
the state of Pennsylvania is eligible to participate.
Students who are pursuing provider certifications
at a licensed EMS training institute in the state of
Pennsylvania can enter under their educational
institute. Student entries will be judged separately
in a “student category.”
Videos can feature an ALS (3031A) or BLS (331A)
response to a cardiac arrest. Each team should:
• Include two, three or four members; and
• Practice as they normally would in a code.
We encourage ALS and BLS/QRS agencies to work
together. Limit one submission per agency/institute
per protocol (i.e. ABC Agency can submit up to one
ALS and one BLS video).
How to Enter?
How do I enter and submit my video?
Instructions for registration:
1. Register your team online at www.PAHeartRescueProject.com.
2. Review the protocol, criteria, and training materials (see Resources).
3. Practice, practice, practice!
4. Create a video of your team’s best simulation.
5. Submit your video by March 30, 2014.
Instructions for video submission:
1. Upload your video to YouTube (or another online video sharing site) as a
PRIVATE video.*
2. Once uploaded, please set viewing permissions so
[email protected] can view the final product.*
3. Email the link to your video to [email protected]. In the email,
please include your organization name and the names of all team members.
4. Limit one submission per organization per protocol (i.e. ABC Agency can
submit up to one ALS and one BLS video).
*If you have any difficulty doing this, please contact a member of your PA HeartRescue Project team.
Judging Criteria
Criteria:
Videos should follow statewide ALS protocol 3031A or
BLS protocol 331A. Videos will be judged by an internal
panel on the quality of care demonstrated in the
categories listed below:

Please refer to the evaluation sheets listed in Resources
for specific elements to take into consideration.
Video length should be 8-12 minutes.
Teams are encouraged to be creative as long as they
adhere to the protocol.
The Scenario
Please use the following scenario for your simulation:
A middle-aged individual suddenly collapses. A nearby bystander witnesses
this collapse and calls 9-1-1. Your crew responds to the scene. The nature of
the arrest is non-traumatic and you find the patient in a persistent shockable
rhythm.

What are the prizes?
GRAND PRIZE
•
All-expense paid trip to the Emergency Cardiovascular Care Update (ECCU)
conference held in Las Vegas, NV on June 3-6, 2014 for the winning team members
(max 4 people)
•
$1,000 towards Laerdal CPR training equipment for the winning agency
FIRST RUNNER UP PRIZE
•
Catered celebration Lunch-and-Learn for the winning agency with renowned
resuscitation experts (such as Dr. Lance Becker and Dr. Benjamin Abella)
•
$500 towards Laerdal CPR training equipment
SECOND RUNNER UP PRIZE
•
$250 towards Laerdal CPR training equipment
*All winning teams will receive special recognition from the HeartRescue Project and
the Department of Health, and will be showcased as the star crews in training videos
used in state and national education settings.
*Student teams will compete in a separate “student category.” Prizes for top student
teams will be awarded.
*Prizes subject to change. This contest does not endorse any company or product. Prizes were funded in part by unrestricted donations
that are in no way related to judging criteria.
Helpful Suggestions
Going Above and Beyond
The purpose of this contest is to promote perfect practice of the new protocols
while also raising sudden cardiac arrest awareness. Here are a few ways to
maximize the impact within your agency and community:
- Host your own, internal agency-wide video contest and have the winning
team enter their video. This will encourage ALL providers to practice.
- Work with your local fire or police departments to educate them on this new
protocol.
- Share agency save stories and recognize crew members who participate in a
save. Host a survivor/rescuer celebration to share your success with the
community.

Be creative! Feel free to incorporate other elements of the chain of survival in
your video.

The Promoter
The promoter and administrator of the High-Performance CPR Video Contest is the Pennsylvania HeartRescue Project (hereinafter, “PA HRP”).
Funding is provided by the Medtronic Foundation.
Promotion Period
The High-Performance CPR Video Contest (the “Contest”) begins on December 17, 2014 and ends on March 30, 2014 (the “Promotion Period”).
PA HRP reserves the right to cancel or change the Contest at any time in its sole discretion.
Eligibility
a) An eligible entrant must be a team of two, three or four (a “Team”) representing either:
1) A single emergency medical service agency (an “Agency”) in the state of Pennsylvania. The following criteria must be satisfied:
– The Agency must be licensed or recognized by the PA Department of Health Bureau of EMS.
– The Team must be composed of health care providers who are actively certified.
2) A single licensed EMS training institute (an “Institute”) in the state of Pennsylvania. The following criteria must be satisfied:
– The Institute must be licensed or recognized by the PA Department of Health Bureau of EMS.
– The Team must be composed of students actively pursuing their provider certification.
b) Entities and/or individuals in any of the following categories are not eligible to participate or win a Prize in the Contest:
• Employees of PA HRP.
• Employees of any Contest sponsors.
• Individuals selected to be a Judge for the Contest.
• Immediate family members (defined as parents, children, siblings and spouse, regardless of where they reside) and/or those
living in the same household as any person in (i), (ii) or (iii).
c) The PA HRP reserves the right to limit, or restrict upon notice, participation in the Contest at any time for any lawful reason.
d) By participating in the Contest, each Agency acknowledges that the Contest is subject to these Contest Rules, Terms and Conditions. The PA
HRP will make the final determination of eligibility in its sole right and discretion.

How To Enter
•
Each interested Agency or Institute must go to the Site, register for the Contest, and follow instructions to upload and submit their entry.
•
All Entries must be submitted by March 30, 2014.
Video Requirements
•
Must be between eight (8) to twelve (12) minutes.
•
Must not include unsuitable, offensive or otherwise objectionable content, subject to sole discretion of the PA HRP.
•
May not contain identifiable content that is in violation of or infringes third party intellectual property rights, including but not limited to,
copyrights, trademarks, and/or rights of publicity.
•
May not contain or mention the name or likeness of any celebrity or public figure, living or dead, unless written permission is obtained and is
provided to the PA HRP.
Judging
The winner(s) of the contest will be determined based on the quality of care demonstrated in the categories listed below:

The judging panel will comprise of representatives from the PA Department of Health as well as experts in resuscitation and emergency medicine.
Prizes and Awards

All winning entries will be included in educational training videos for the state of Pennsylvania.

In addition, there will be three (3) Prizes (each a “Prize”) for eligible agencies:
• Grand Prize
• First Runner Up
• Second Runner Up
•
Student teams will be judged separately, and prizes (details TBA) will be awarded to top teams.
Rules, Terms, Conditions
General Conditions
•
PA HRP is not responsible for lost, late or misdirected Entries, or for electronic transmission errors resulting in omission, interruption,
deletion, defect, delay in operation or transmission, theft or destruction or unauthorized access to or alterations of any Entries, or for
technical, network, telephone equipment, electronic, computer, hardware or software malfunction or limitations of any kind, or
inaccurate transmissions or mailing of or failure to receive Entry information.
•
PA HRP reserves the right in its sole discretion to cancel, terminate, modify or suspend the Contest in whole or in part. In the
circumstance that the Contest is not capable of running as planned for any reason, PA HRP has the right to proceed to the judging phase
and award of the Prizes from among all eligible Entries received prior to action taken by PA HRP.
•
Any attempt to deliberately damage any website or undermine the legitimate operation of the Contest is a violation of criminal and civil
laws and should such an attempt be made, PA HRP reserves the right to seek all legal remedies to the fullest extent of the law.
Representations and Warranties
By participating in the contest, each entrant represents and warrants that: (a) entrant is the sole author, creator, and owner of the entry; (b)
the entry is not the subject of any actual or threatened litigation or claim; (c) the entry does not and will not violate or infringe upon the
intellectual property rights, privacy rights, publicity rights, or other legal rights of any third party; and (d) the entry does not and will not
violate any applicable laws or regulations.
License
By participating in the contest, each entrant irrevocably grants to PA HRP a non-exclusive, royalty free, worldwide, license and right to
reproduce, publish, republish, edit, create derivative works from, summarize, excerpt, or otherwise use and license others to use, in any
format now existing or hereafter discovered, the entry.
Indemnification
Each entrant, by submitting an entry, agrees to indemnify, defend, and hold harmless the PA HRP, and each of its trustees, officers,
employees, agents, consultants, and successors and assigns, from and against all third party claims, actions, or proceedings of any kind and
from any and all damages, liabilities, costs, and expenses relating to or arising from entrant’s entry or any breach or alleged breach of any of
the representations, warranties, and covenants of entrant under these rules.
