Objectives of the NSDS review

To review the processes of their design and
implementation in view of identifying
weaknesses and achievements, and making
proposals for their improvement



highlighting results and progress
identifying good practices and promoting their use
contribute to set up a mechanism for countries to
evaluate the implementation of their NSDS

Based on the international principles
of NSDS development:
 Integration to the context and
process of development policy
 Participative approach
 Completeness, coherence and
sustainable DVPT of statistics
 Result-based

Steps:
 Analysis of the documents of the NSDS
 Interview with the key players of the
national statistical systems major about the
following main topics:





participative and transparent of the process
coordination of the activities,
coordination of the partners,
financial resources mobilization,
monitoring and evaluation of the implementation of
the NSDS….

Status of the NSDS review
The work started in the fourth quarter of
2011 with a technical meeting of the team in
charge of conducting the review and an visit
to the NSO of Tunisia
 The analysis of the documents of the
French-speaking countries has been
completed and the first draft report is
available
 The following countries were visited: Benin,
Cameroon, Congo, Ivory Cost, Gabon, Mali
and Djibouti

Status of the NSDS review


The analysis of the NSDS documents from
the English-speaking countries is ongoing
and the missions to these countries are
scheduled for February 2012.
The general report of the evaluation should
be available in May, 2012.

Preliminary results of the review
Generally, the process of designing NSDS is
aligned to international standards.



Integrating the NSDS in the processes of
decision making and policies is in progress
Political commitment is weak
the demand of statistics results at subregional and regional programs are rarely
pointed out

Preliminary results of the review



The participative and inclusive aspect of the
process of designing the NSDS is fulfilled in
almost all the countries
The "traditional" areas are well covered in
the plans of action
Diagnosis of the NSS is generally
established and the elements of the
strategic framework (vision, missions,
strategies, objectives, plan of actions, and
mechanism of monitoring-evaluation) are
presented
